The Organizational Setting
The European and North Atlantic (EUR/NAT) Regional Office in Paris, France, is accredited to 56 ICAO Contracting States and assists them in the implementation of ICAOโs policies, decisions, Standards and Recommended Practices (SARPs), regional and global safety, security, and air navigation plans. It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides technical assistance and assists States with implementation.
The incumbent will endeavour to work harmoniously at the EUR/NAT Regional Office (Office of the Regional Director) as the Senior Strategic Planning and Communications Associate. S/he reports directly to and will receive instructions from the Regional Director. This position focuses on supporting the EUR/NAT Regional Officeโs strategic, change management, and project management activities, as well as aligning promotional and communications efforts with strategic goals through effective storytelling, content creation, stakeholder engagement and promotional activities.ย
Major Duties and Responsibilities Function 1 (incl. Expected results)
Provides support for the EUR/NAT Regional Officeโs strategic, change management and project management activities, achieving results such as:ย
Gathering of relevant intelligence to help identify and address opportunities, challenges, and risks. Assist in developing and updating strategic plans, annual goals, and long-term objectives by conducting research, analysing organizational data and trends, coordinating input from relevant stakeholders, and drafting documentation that aligns with the organizational priorities. Assist in tracking progress of strategic initiatives by preparing status updates and ensure timely delivery. Assist in preparing communication strategies for organizational changes, ensuring alignment and engagement across departments. Prepare briefs on Statesโ programme-related activities; draft inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc. Establish and maintain databases relevant to the scope of project management activities.ย Function 2 (incl. Expected results)Serves as a focal point for reporting, communication, digital tools, data integration, promotion and content creation activities,ย achieving results such as:ย
Coordinate the development and preparation of content for various media platforms, digital networks, and printed materials, to support organizational activities and ensure consistency with ICAOโs corporate standards.ย Plan andย schedule promotional activities across diverse communication channels and ensure messaging consistency to reach target audiences. Create and update visual and informational materials. Perform photo editing for news releases, publications and other communications content. Proofread and finalize visual content for internal and external communication by the EUR/NAT Regional Office. Coordinate within the EUR/NAT Regional Office and the ICAO HQ to ensure that necessary resources are in place to support ICAO events and initiatives. Support the preparation activities and conduct of EUR/NAT Regional Office conferences and events, including advance coordination and logistics, on-site assistance, media management and photo services. Coordinate within the EUR/NAT Regional Office to suggest and/or provide suitable communications support for staff announcements/events.ย Draft write-ups, briefings and stories to aid communication efforts and provide detailed information for stakeholders, as determined by the Regional Director. Function 3 (incl. Expected results)Provides support for promotional activities, achieving results such as:ย
Promote the organizationโs products and services, including but not limited to events, publications, and online store offerings. Support outreach, recruitment and engagement with potential partners. Coordinate and provide administrative support for integrated communications campaigns aimed at target audiences. Contribute to the development and implementation of regional marketing strategies and identify new opportunities for products and services. Function 4 (incl. Conditions of Employment

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three (3) years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.
