Primary Purpose:

This position is primarily responsible for supporting, implementing and ensuring the systematic application of safety and security policies and procedures for all CWS Africa operational activities and programs in Rwanda. The Staff Security Officer will be tasked with the risk management and security operations of the day to day operations at CWS Rwanda country office, field processing locations within Rwanda where program staff are deployed provide guidance to staff on matters safety and Security.

The officer is responsible for compiling and Weekly Regional Security Updates, conduct expat residential assessments, conduct site assessments for accommodation and worksite where staff intend to work from, as well as ensure proper electronic filing of security documents and physical files. Establish a network of contacts and represent CWS at country safety and security meetings with partner organizations. This position will act as the primary focal point in daily security operations in the country office.

This position will report to the Country Representative, Rwanda and will liaise closely with the Staff Security Coordinator for based in Nairobi, Kenya for technical guidance on matters Security and organizational risk management.

Essential Duties:

  1. Compiles and drafts Weekly Regional Security Update report including and dissemination of security alerts to Rwanda Staff. Shares security reports from the partner agencies, diplomatic missions, UN agencies with the Staff Security Coordinator for situational awareness and further dissemination as directed.

  2. Submits of situational reports and Monthly Reports of areas of operation to Staff the Country Representative in consultation with the Security Coordinator in Nairobi, Kenya.

  3. Trains all new staff on safety and security procedures and provides periodic refresher training to regular staff. Conducts new hire and visitors' security orientation.

  4. Requests guards' deployment, supervises and conducts regular briefings of the contracted guard force and also activation response and panic button testing in office and any expatriate staff residences.

  5. Continuously monitors surveillance cameras and works closely with the IT team to ensure surveillance systems are up and running.

  6. Collects, updates and communicates information regarding the security situation in areas of operation using existing CWS Minimum Operating Security Standards (MOSS) and security manual guidelines.

  7. Coordinates and liaises with the General Service Officer on servicing of fire extinguishers and first aid boxes to ensure that offices are safety and security compliant and also in-house periodic motor vehicle inspections to ascertain validity of Insurance and Inspections.

  8. Conduct expat residential physical security surveys as requested and advise staff on the findings and recommendations.

  9. Coordinates and takes led in carrying out country office emergency response drills including lockdowns and building evacuations on a quarterly basis, and conduct After Action Review (AAR).

  10. Attends security meetings in areas of operation meetings, prepares and follows up on action plans arising from such meetings that pertain to staff security and take minutes of the proceedings.

  11. Undertakes periodic country office security risk assessment and advice the Country Representative, Rwanda and the Staff Security Coordinator on findings with recommendations.

  12. Ensures proper documentation and filling of security electronic and physical security files.

  13. Conducts Rwanda Staff background checks with the relevant authorities as well as academic institutions, as required.

  14. Identifies, establishes and maintains contacts with the local authorities, partner agency security POCs, diplomatic missions including U.S Embassy in Rwanda (Office of the Regional Security Officer).

  15. Conducts pre-departure security briefings for travelling staff in areas of operation and on-arrival security briefing for CWS staff visiting Rwanda.

  16. Conducts field site assessments in areas of operations in line with CWS MOSS; this will include both accommodation and worksite assessments.

  17. Undertakes additional duties as requested by the Staff Security Coordinator and the Senior management team.



ยท Experience in conducting security analysis and security risk assessments required.

ยท Experience in compiling and drafting security reports including incident reporting and management is required.

ยท Experience in coordinating response to security emergencies required.

ยท Experience in developing security modules and conducting security related trainings on various topics is required.

ยท At least three (3) years working experience with similar INGO or humanitarian agency is preferred.


ยท Demonstrate knowledge and skills in developing security policies and procedures, facilitate after action reviews and report writing skills.

ยท Demonstrated knowledge of INGO Security management framework.

ยท Sensitivity to gender and cultural issues.

ยท Excellent communications skills, with fluency in written and spoken English.

ยท Working knowledge of French is also desirable.

ยท Written assessment to test knowledge and skills may be administered.

ยท Excellent organizational and time management skills.

ยท Ability to develop field security protocols specific to organizational processing locations and country specific Security Risk Assessments is a requirement.

Education & Certifications:

ยท Bachelor's Degree in security Management, humanitarian, development or discipline related field, or four (4) years of paid work experience in the same field in lieu of a Bachelorโ€™s degree is required.

ยท Certified Security Risk Management with a recognized entity is added advantage.

ยท Undertaken a Training of Trainers (TOT) Program

Special Requirements:**

ยท COVID Vaccination is strongly recommended for all successful candidates.

ยท The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.

ยท This position is based in Kigali, Rwanda.

ยท This position requires use of laptops at all time, competence in Microsoft office packages is required.

ยท This position may require travel in sub-Saharan Africa on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program.

ยท Background check which includes references and an educational criminal check is required before the start of employment for International applicants.

ยท A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel.

ยท Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.

ยท Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
