Post of duty: Washington, DC

The IDB Group is a community of diverse, versatile, and passionate people who come together on a journey to improve lives in Latin America and the Caribbean. Our people find purpose and do what they love in an inclusive, collaborative, agile, and rewarding environment.

About this position

We are looking for a motivated, hardworking project monitoring consultant with a strong command of the Earned Value Management (EVM) methodology and solid data management skills. As project monitoring consultant, you will contribute to the well-functioning of the Progress Monitoring Report (PMR) โ€“ a tool designed by the IDB to measure project performance based on the progress information reported by project teams twice a year.

You will work in the Strategy Planning and Monitoring Division (SPD/SMO), providing operational support to the team charged with the administration of the PMR. This team is responsible for making the necessary preparations to open and close each PMR reporting cycle, as well as addressing any issues reported by project teams during the reporting cycles.

What youโ€™ll do:

At the opening of each reporting cycle:

Collect and clean up information on the Bankโ€™s active portfolio to update the list of projects that will be reported in the PMR. Collect historical operational data to update disbursement curves and other benchmark information required to calculate annual project performance ratings in the PMR. Test the functioning of the Excel-based PMR simulator - an analytical tool that directly collects data from Bank databases and calculates project performance projections. Prepare and send communications to notify users about key deadlines, priorities, and changes to business rules. Organize and facilitate clinics to ensure that users are well informed about the key aspects of the reporting cycle and their main concerns/questions are properly addressed.

During each reporting cycle:

Provide technical guidance to project teams on the methodology and business rules of the PMR. Review technical support inquiries posted by project teams, and coordinate with the IT department to solve any issue related to malfunctioning of the PMR system, the PMR validation dashboard or the PMR simulator.

At the closing of each reporting cycle:

Clean up and back up the data reported by project teams through the PMR system and ensure consistency with the information displayed in the PMR monitoring dashboard at the closing of each reporting cycle. Make the necessary preparations to publish the PMR reports. Consolidate issues that occurred during the cycle and assess any potential improvements to be implemented in the next cycles.

What you'll need

Education: Masterโ€™s degree (or equivalent) in engineering, economics, computer science, statistics, or other fields relevant to the responsibilities of the role. Professional certificates (or equivalent proof of training) in areas related to project management and/or data management will be valued. Experience: At least five years of professional experience in project monitoring and/or data management. Direct experience with projects financed by the IDB and/or with IDB information systems will be an asset. Previous experience in a multilateral development Bank will also be valued. Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Key skills:

Excellent command of Excel. Ability to query databases using SQL and/or other programming languages. Good command of the Earned Value Management methodology. Excellent analytical and problem-solving skills. Ability to create high-impact and visually appealing dashboards, reports, and presentations. Teamwork skills.

Requirements:

Citizenship: You are a citizen of one of our 48-member countries. Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration:

Type of contract: International Consultant Full-Time. Length of contract: 24 months (with possible extension up to 36 months). Work Location: On site.
