About this position
We are looking for an experienced and highly motivated social consultant to join a group of social and environmental professionals that provide technical support, direction, and leadership in promoting the Bank's strategic social and environmental priorities and ensuring that IDB financed projects and other activities are socially and environmentally sustainable.
The consultant will support the implementation of the Bank's operations and will ensure they comply with the IDB's ESPF, social safeguards policies and internationally recognized best practices.
The Environmental and Social Solutions Unit (VPS/ESG) of the Inter-American Development Bank (IDB) is responsible for ensuring that IDB financed projects and other activities are environmentally and socially sustainable and comply with the Bankโs environmental and social policy framework (ESPF) and previous environmental and social policies. Specialists in VPS/ESG provide the Bank and its borrowers with guidance on environmental and social safeguard issues and participate in project teams, providing technical input on social and environmental issues during project preparation/due-diligence and supervision.
What youโll do:
The broad objective of the consultancy is to support VPS/ESG in the coordination of high/substantial risk and/or complex public-sector operations in the CCB Countries (i.e. Jamaica, Barbados, Bahamas, Suriname, Trinidad and Tobago, and Guyana) or other countries in the region with projects financed by the IDB through Financial intermediaries. The selected candidate will:
ยท Support the coordination of public sector projects (of high and substantial risk according to the IDB environmental and social risk rating-ESRR) in several sector such as transportation, energy, housing and urban development, water and sanitation, among others. The task entails carrying out at least one coordination mission to each of the assigned projects and provide ongoing support for project execution related to all environmental and social aspects according to Bank Policies.
ยท Support the preparation of projects (category A, B, C or FI) in CCB region. Although coordination remains as the main focus of the consultancy.
ยท Participate in virtual and/or in-person missions to supervise projects and prepare reports regarding the compliance of the Bank Policiesโ requirements.
ยท Update the ESRR of projects throughout its lifecycle based on the findings of ongoing coordination.
ยท Make the due diligence on environmental and social issues that are relevant to public sector projects, particularly those related to public consultation and stakeholder engagement, involuntary resettlement, grievance mechanisms, gender-based violence, community and occupational health and safety, vulnerable groups, among others.
ยท Review the terms of reference, draft and final versions of Environmental and Social Assessments, Management Plans, Resettlement Plan, among others, of executing agencies required in application of Bank Policies.
ยท Participate in meetings with executing agencies and project team leaders to carry out coordination and/or preparation activities for projects. This entails providing guidance about application of Policiesโ requirements.
ยท Provide training on Bank Safeguards Policies or the new Environmental and Social Policy Framework (ESPF) to executing agencies specialists and to internal clients at the Bank.
ยท Participate in training on the ESPF, as necessary.

These duties will include missions to the projects. TORs must be drafted and approved by the supervisor for every mission travel the consultant participates in and shall be delivered according to ESG administrative manual for processing.
What you'll need
ยท Education: Masterโs degree or equivalent in anthropology, sociology or related field.
ยท Experience:t At least 5 years of relevant professional experience preparing or implementing social impact assessments and management plans, carrying out stakeholder engagement activities. Preferable specific experience with environmental and social policies of multilateral banks.
ยท Languages: Proficiency in English. Preferable to have working knowledge of Spanish.
ยท Core and Technical Competencies: The consultant must have the following competencies in:
o Technical knowledge โ knowledge of and experience in implementing the IDBโs Safeguard Policies or other multilateral development bank.
o Project Management โ experience leading the environmental and social due diligence and supervision of multilateral financed projects.
o Communication, Collaboration and Teamwork โ excellent communication skills in English with positive experiences collaborating with IDB clients, internal and external.
