Generic responsibilities:

  1. Line management of shelter assistants (engineering-social) project staff.
  2. Adherence to NRC policies, guidance and procedures.
  3. Contribute to Shelter and Settlement strategy development, project proposals and provide input on needs and gaps.
  4. Responsible to implement delegated technical portfolio of Shelter projects (activities, budget and project documentation) as delegated fromย Programmeย Manager or Project Coordinator in line with proposals, strategies and donor requirements, and ensure high technical quality.
  5. Provide regular progress reports toย Programme Manager/Coordinator.
  6. Promote and share ideas for improvement and necessary changes in the activities.
  7. Prepare and ensure that all technical Bill of quantities and scope of works are in line with quality NRC standards, and programme SOPs.
  8. Ensure capacity building of project staff and transfer key skills to engineering officers and assistants.ย 
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/refugees in line with the advocacy strategy.

    Specific responsibilitiesย 

    1. Line Management. Responsible for the direct line management of assistants engineering teamย (assistants and site supervisors).
    2. Strategy Development. Support the Shelter Managers in developing and/or revising the Core Competency Strategies for Shelterย and Settlement by providing Area-level analysis and recommendations for needs and response options.
    3. Technical Support.ย Providing technical support and leadership to partners and communities implementing Shelter related activities. This includes ensuring compliance with relevant minimum standards and collaborative engagement with the technical team in developing minimum technical standards, SOPs and guidance.
    4. Partnerships/Contractors. Work in collaboration with theย shelter team to identify and develop strategic partnerships (including contractors), monitor the implementation and assess the performance.
    5. Assessments.ย In collaboration with theย Shelter overseeing all technical/engineering assessments undertaken by NRC or partners for Shelter or related activitiesย within the operational area. Assessments may be emergency-focused, Sector-Specific, Multi-Sector Assessments, Market Assessments, etc.
    6. Accountability. Responsibility for ensuring adequate accountability for shelter technical documentation, including Bill of quantities, SoWs, monitoring reportsโ€ฆ, as per NRC policies and the requirements of management for Shelter or related activities.

    7. Desirable minimum 2 years of experience of project implementation, managing and supervising construction/rehabilitation projects with private/humanitarian sectorsย withย proven experience on technical and managerial skills.ย
