  1. Role and responsibilities

    The purpose of the Shelter Officer (Information Management) position is to support the management of the information generated by the Shelter team implementing activities such as Multi-Purpose Cash Assistance (MPCA), Cash for Work, Cash for Shelter Repairs, NFI kits distribution, WASH kits distribution, Latrine installation, Hygiene Promotion, awareness raising sessions, assessments and studies including post-monitoring distribution surveys (PDMs). The position ensures effective quality control, analysis and presentation of the data, and provides advice and technical support to the teams in the field aiming at program accountability and improvement and makes sure that resources are used effectively.

    1. Ensure adherence with NRC policies, tools, handbooks and guidelines
    2. Implement delegated CC project portfolio according to plan of action
    3. Prepare and develop status reports as required by management
    4. Ensure proper filing of documents
    5. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
    6. Develop work plan and schedule for the monitoring of activities with line manager
    7. Support the selection of beneficiaries per the agreed criteria

      Specific responsibilities

      • Manage internal and external data reporting of all shelter, WASH and cash activities in Rakhine and Chin States with project coordinator and project manager.
      • Schedule and participate in training, implementation activities, monitoring and evaluation of projects, and needs assessments.
      • Support M&E department by liaising with M&E Officer (Sittwe and Maungdaw) on tracking Outcomes, Outputs and targets, along with issues such as base lines, end lines and evaluations.
      • Represent NRC in community/local and state-level meetings, when requested and promote exchange of information with relevant external actors.
      • Update 5Ws for Shelter, WASH and cash sectors on behalf of NRC in coordination with the Shelter Coordinators and Shelter Project Manager
      • Support M&E country department to monitor and update beneficiary counting (unique and total) for internal (GORS) and external purposes.
      • Undertake any other duties related to data management assigned by Shelter project manager as and when required;
      • Participate in documentation of the project for lessons learnt and provide inputs and feedback to Shelter Manager and Coordinator
      • Act as interpreter when required and translate documents as needed.
      • Provide data analysis to country office regarding Rakhine and Chin States.

Context/ Specific skills, knowledge and experience:

At least three years of proven practical experience in data management in a humanitarian and/or development program.At least one year of experience in Shelter, WASH and cash programs.Bachelorโ€™s degree from a recognized University (Computer engineering, Statistics, Mathematics, Civil Engineering or similar)Experience in working in RakhineExperience in working with Power BI, database software, Office pack.Ability to work independently in a result-oriented multi-tasking and multi-cultural environment and manage conflicting priorities
