NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Shelter Coordinatorย to join our team in Yola, Adamawa State. Theย Shelter Coordinator will support the Shelter, Settlements, cash and Non-Food Items(NFI) program, technical overview and strategy at country level, working closely with implementation teams across different field offices of the Area office South (Yola), where NRC has Shelter and Settlements, Cash and NFI interventions, to ensure technical quality of projects, harmonized approach across projects and adherence to national and international cluster standards.ย

Generic responsibilities

Line management of Shelter project field staffย Adherence to NRC policies, guidance and proceduresย Contribute to Shelter strategy development, project proposals and provide input on needs and gapsย ย Manage and implement delegated portfolio of Shelter projects (activities, budget and project documentation) as delegated from Shelter Project Manager, Area Manager and Shelter Specialist in line with proposals, strategies and donor requirements, and ensure high technical qualityย Promote and share ideas for improvement and necessary changes in the activitiesย Ensure capacity building of project staff and transfer key skillsย ย Liaise and collaborate with relevant local authorities and other key stakeholdersย Promote the rights of IDPs/returnees in line with the advocacy strategy.Provide regular progress reports to Shelter PM, Area Manager and Shelter Specialist ย Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assistย 

Specific responsibilities

Supervise the NRC Shelter Project staff in relation to planning and implementation of project interventionsย Assist in development of relevant quantitative and qualitative indicators for Shelter activitiesDraft reports on project status and relevant access and advocacy issuesEnsure project data collection and management and work closely with M&E to update relevant NRC tools (GORS, Internal Database, achievement and progress of project log framesContribute to proposal writing and budget drafting processย Represent the shelter project in relevant coordination forums and working groupsย Oversee recruitments of shelter project staff and ensure capacity building and transfer of key skillsย in order toย build a strong project team.ย Explore new methodologies, techniques, and materials for development and design for shelter solutionsย Assist the PM in developing beneficiary selection criteria and Standard Operating Procedures.ย Supervise shelter project team members - technical, social and protection focused - and ensure that beneficiaries have been selected in accordance with criteriaIn collaboration with PM develop project budgets including project inputs, staffing costs, team resources/running costs, transportation, construction costs, and all other costs necessary to implement project successfullyDevelopment of construction management tools and documentation. Verification and authorization of completion of works certificatesOversee the recruitment, training, organization, and management of community contracting cooperatives and incentive workers (community mobilizers, construction workers)Prepare PRs/POs and follow-up on the timely procurement of materials, tools and servicesLiaise and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area levelIn collaboration with PM develop M&E plan and tools specific to project implementationSupport PM in development of contingency response plans for any unforeseen emergencies.Any other task relevant to the position as requested by the (Area Manger/Shelter Specialist/Project Manager) University Degree in Civil Engineering or Architectureย Knowledge of emergency, transitional and permanent construction requirements and protocolsย Familiarity with international minimum standards of service delivery (i.e., SPHERE) is an advantageย Familiarity with AutoCAD, GPS, ARC GIS and Google Earth is strongly desirableย Experience with start-up, exit or similarย Experience household training in and infrastructure maintenanceย Knowledge of the context in North Eastern Nigeriaย Knowledge of the local language and/or Hausaย
