General Description of the Programme:

GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable. GOAL was established in 1977 and is currently operational in 14 countries world-wide. GOAL began operations within Northern Syria in 2012 responding to the acute needs of conflict affected communities with a support structure based in Turkey and Jordan.

GOALโ€™s work in Northern Syria is primarily in Idleb Governorate and Northern Aleppo Governorate. The program focuses on Food Security, WASH, Shelter, Livelihoods and Emergency response with a growing emphasis on cash and voucher modalities. GOAL implements directly, with over 500 staff based in Syria, as well as through Syrian NGO partners.

The RESTORE program will work at the household, community, and camp levels to improve community resilience and householdโ€™s coping strategies. At the household level, the program assures that families have access to diverse foods in adequate quantities, its multi-donor funded emergency response program to its food security, winterization and shelter programming and complements foods assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL provides affordable bread via bakeries and supports the WASH infrastructure that provides water throughout large sections of Idleb governorate. At the camp and collective center level, GOAL will work to upgrade settlements and campsโ€™ water supply and facilitation infrastructure to prepare them to absorb future displaced households.

Job purpose:

The Shelter Coordinator (Shelter Co) will have strategic oversight of GOAL's Shelter strategy and operations across all GOAL's areas of operation in Northwest Syria. He/she will be responsible for ensuring that GOAL interventions respond to the local context in a sustainable manner and are closely coordinated with other GOAL sector programmes He/She will establish a long term strategic programme direction for GOALโ€™s shelter programme in Northwest Syria.

The Shelter Coordinator, who will work closely with the RESTORE Director and other members of the Programmes and Systems Team, is responsible for promoting and ensuring an organizational culture where GOALโ€™s core values โ€“ Humanitarianism, Courage, Integrity, Respect and Partnership- are practiced, team work is encouraged and all staff feel valued.

Responsibility #1: High Quality Programme Development, Management & Implementation

  • Ensure Shelter technical standards are embedded into the Shelter programme.
  • Provide technical direction and and guidance to the Shelter team in Syria to assure quality implementation standards and HLP issues anticipated and properly addresssed.
  • Participate in the development of technical and innovation tools related to Shelter projects (eg ToRs for consultants and evaluators) in direct relation with Programme Directors, Senior Programme Quality Coordinator and MEL Coordinator.
  • Strengthen the capacity of the Shelter team to develop technical documentation (drawings, specifications and bills of quantities) Review and provide technical guidance on the documentation.
  • Stay abreast of the latest innovations, practices and technology in the Shelter sector to provide technical recommendations and input to programme development and strategy.
  • Provide technical assistance, or find alternative sources of technical advice as necessary, to programmes on Shelter, including low cost and innovative technologies.
  • Link with appropriate professional networks at country, regional and global levels to ensure that GOAL remains connected to current thinking and has an opportunity to influence others outside of the organisation.
  • Ensure commitment of the Shelter team to cross cutting areas such as gender, protection, DRR and environmental sustainability within all Shelter programming.

Responsibility #3: Shelter Portfolio Growth

  • Ensure that overall Shelter programme direction, vision and strategy are well defined and clearly communicated within the GOAL team and externally.
  • Provide Shelter sectoral leadership and technical support to rapid needs assessments and their analysis and ensure their linkage to wider Shelter strategy, programme plans and budgets.
  • Ensure Shelter assessments are conducted to feed into the growth of GOALโ€™s Shelter portofolio and respond to unmet needs.
  • Lead the discussion of Shelter programme priorities and explore, evaluate, and present new programme opportunities that leverage impact and/ or complement core activities.
  • Contribute to and support on the development and production of proposals and narrative reporting to donors, ensuring they are delivered on time and to a high-quality technical standard.

Job Responsibility #4: Lead, Mentor, and Manage Shelter Programme staff**

  • S/he will be responsible for providing effective supervision, leadership, coaching and guidance to the Shelter staff located across the two countries (Syria and Turkey) and for the development of human resources to ensure a skilled, motivated and collaborative workforce.
  • Ensure the proper Implementation of GOALโ€™s performance management system for direct reports, including individual and project planning, regular feedback, coaching and mentoring, mid-term reviews and annual performance appraisals.
  • Support an organisational culture that reflects GOALโ€™s mandate, values, promotes accountability and high performance, encourage a team culture of learning, and innovation.
  • Oversee the recruitment and orientation of new direct reports
  • Maintain a focus on the training and development needs of the programmes team and support HR to arrange capacity development exercises as appropriate.

  • Lead the team to be well positioned with donor, government, and strategic partners with respect to its current and future programme. Participate in the relevant donor, government, and civil society fora to promote good development practices and a relevant role for GOALs Shelter programmes.
  • Ensure GOAL is appropriately represented in external coordination mechanisms including the sector- specific clusters and technical working groups to ensure GOAL is represented as a key Shelter actor, and ensure coordination and demonstration of GOALโ€™s Shelter programme amongst key stakeholders.

Requirements (Person Specification)

Essential

  • Master level qualification in engineering or an equivalent area; OR equivalent senior experience in Shelter programming managing large complex humanitarian projects at a senior level.
  • Demonstrated years of experience of management of complex, high-value, multi-activity Shelter projects, with complicated logistics
  • Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
  • Team leadership abilities with diverse/multi-disciplinary teams. Coaching skills.
  • Strong demonstrable experience in all aspects of programme management including programme planning, implementation, monitoring and evaluation, financial management and the design/utilisation of appropriate programme management tools, and the capacity to transfer this experience to others
  • Strong communications and presentation skills; able to develop tailored and persuasive messaging for varied audiences.
  • Proactive, resourceful, solutions-oriented, and results-oriented.
  • Demonstrated ability to effectively negotiate and collaborate with donors, partners, and stakeholders at all levels
  • Demonstrated track record of working across teams and fostering partnerships across a variety of stakeholders at a senior level.
  • Adaptability and flexibility: Ability to manage a large workload and multiple tasks in a fast-paced environment with tight deadlines, and to continually reprioritise multiple tasks as a result of new information.
  • Travel: Ability and willingness to travel regionally.

Desirable

  • Experience working in the Syria Response and/or a strong demonstrated understanding of the country context and that of the wider Syria crisis.
  • Experience working with participatory approaches
  • Proficiency in Arabic.
