1. Role and responsibilitiesย
Under the supervision of the Shelter/WASH Project Coordinator, the Shelter/WASH Technical Officer focuses on technical support on essential services in urban and rural settings (water supply, wastewater, energy, construction) and he/she is responsible for assessing needs and support the planning, design and supervision of NRC infrastructural activities in those contexts.ย
The purpose of the Shelter/WASH Technical Officer position is to ensure that repair and rehabilitation/refurbishment of buildings, maintenance of water systems and energy efficient solutions are implemented according to NRC standards and procedures and national regulations.ย
Generic responsibilitiesย
Ensure compliance with NRC policies, guidelines and standardsย Ensure compliance with Shelter/WASH strategy, tools, handbooks, guidelines and standardsย Ensure that all Shelter/WASH projects (repair, rehabilitation and/or reconstruction) are implemented in a timely manner and according to strategy, proposals, budgets and plans, and in line with NRC policies and donor requirementsย Shelter/WASH specific technical responsibility for the quality control and monitoring of project activitiesย Shelter/WASH specific technical responsibility for project documentation of technical activities of Shelter/WASH project(s)ย Provide specific technical support and capacity building towards project staffย Assess, promote and document ideas for technical improvement and further program development optionsย Contributes to Shelter/WASH specific protection risks and needs analysesย Ensure that the project is implemented in adherence with the requirements of the partnership agreementย Contributes to designing of protection response to identified risks and needsยSpecific responsibilities

3 years' experience from working as an engineer(preferably construction), knowledge of Bills of quantities, norms and standards of construction works, including critical social infrastructures is desirableย University degree in architecture or engineering: civil, structural, electro-mechanical, hydrogeology, environmental, energy or related fieldsย Documented results related to the position's responsibilitiesย Knowledge of computer programs: MS Word, MS Excelย Excellent time management skills and ability to perform under tight deadlinesย Excellent organizational skills, ability to prioritize a complex workload and to work autonomously as neededContext/specific skills, knowledge and experience:ย
