Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Communication Division communicates UNEP's core messages to all stakeholders and partners, raising environmental awareness and enhancing the profile of UNEP worldwide. This position is located in the Communication Division at the Nairobi duty station. Under the supervision of the Head of Web the incumbent will carry out the following duties: Responsibilities(1) Coordinate the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities. (2) Develop, build website back-end using Drupal and implement frontend for websites based on designs using UN and UNEP established standards for web development, IT technologies, programming languages and tools. (3) Lead the planning, specification, design, development, implementation and support of computer application systems; independently liaise with users to define and specify requirements. (4) Install web application modules; monitor website performance using appropriate monitoring tools and produce monitoring reports. (5) Oversee preparation of technical and user documentation for deployed websites, application systems, as well as training materials and conducts technical presentations. (6) Manage, design, create and maintain functional specifications for websites, programs and procedures developed and/or modified. (7) Provide support for deployed websites including version management, data recovery and deployment to users' offices; perform ongoing reviews with users and developers and responds to users requests. (8) Manage the functional aspects of analytics tools and assure that all parameters are set correctly based on UN and UNEP requirements. (9) Draft correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. (10) Serve as focal point for coordination, monitoring and expedition of web-based projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services. (11) Keep abreast of developments in the field; perform bench marking and proposes new acquisitions. (12) Plans day-to-day work and supervises other staff as required. (13)Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. (14)Assists with visualizations and updating information material such as web pages or brochures. (15) Perform other duties as assigned. Work ExperienceA minimum of ten (10) years of progressively responsible experience in web development for multilingual sites, information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher. Proficiency in Drupal and knowledge of commonly used Drupal modules is required. Experience with \"Agile Methodology\" for project management is required. Experience with version control (GIT), such as creating branches, tags, etc. and working in a multi-developer environment is desirable. Experience with web development (PHP, mySQL, HTML/CSS, Javascript) is desirable. Experience with cross browser web development for standard browsers and familiarity with principles of accessibility, responsive web design and HTML/CSS/JS frameworks is desirable. One (1) year or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
