The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Analytics and Implementation Research Team Overview

CHAIโ€™s high-impact, transformational programs are built on our ability to apply a rigorous, analytical approach to identify actionable solutions, guide complex change processes, and measure program performance. Working at the intersection of CHAIโ€™s global and country teams, CHAIโ€™s Analytics and Implementation Research (AIR) Team is the organizationโ€™s central hub of robust analytics for decision-making. The team is comprised of public health scientists with training in biostatistics, epidemiology, health economics, mathematical modeling, and program evaluation. The team has programmatic expertise in CHAIโ€™s core areas including vaccines, sexual, reproductive, maternal and neonatal health, HIV, human resources for health, health financing, diagnostics, hepatitis, diarrhea, pneumonia, and TB.

Maximum Impact Incubator (MII) Overview

The MII program aims to incubate programs across CHAI's entire portfolio that generate significant health impact through highly cost-effective programming. This 'Maximum Impact Incubator' team has the exciting and challenging aim of evaluating and prioritizing the most cost-effective and scalable opportunities for new programs.

Position Overview


CHAI AIR and the MII teams are seeking a Senior Technical Advisor to conduct and implement evaluations of the most promising opportunities across multiple countries. In this role, the Senior Technical Advisor will work closely with the Incubator and AIR team, CHAI program and country teams, and other stakeholders to design & implement rigorous study evaluations of prospective programs. This is the perfect opportunity for anyone who wants to design and conduct rigorous evaluations to drive genuine impact as we scale programs that will benefit millions globally.

The Senior Technical Advisor will report to the AIR Director and can be based in any CHAI program country, pending leadership approval.

Responsibilities

Lead, provide guidance, and support the preparation of rigorous impact evaluations along with external evaluators, the donor, and global and country team counterpartsProvide technical advice on study implementation including data collection, study budget, and training activitiesReview the data analysis plan and interpretation of resultsSupport the technical writing and dissemination of study findings to stakeholders and the global evidence communityProvide technical assistance to the Ministry of Health and other relevant stakeholders to ensure fidelity to evaluation implementationTransfer knowledge to national and state teams on evaluation implementation including M&E, analysis methods, and sampling techniques

Qualifications

Masters in epidemiology, economics, biostatistics, or a related field, PhD in related field would be an advantageMinimum of 5 years of relevant work experience in resource-limited settingsApplied research experience, including designing and conducting impact evaluations or operational research projectsStatistical analysis skills with demonstrated hands-on experience with SAS, Stata, or equivalentDemonstrated capacity to synthesize information into effective presentations for a variety of audiencesExceptional diplomatic and interpersonal skills, and an ability to collaborate effectively with a wide range of partners and stakeholdersStrong problem-solving skills and ability to make linkages between interventions/programsSelf-motivated with proven ability to work under pressure, set priorities and generate resultsAbility to work collaboratively across multiple program teams with various priorities and deliverablesStrong management skillsExcellent written and verbal communication skills
