Libya remains a key destination and transit country along the central Mediterranean route for migrants seeking to reach Europe. Migrants, refugees and internally displaced persons (IDPs) in Libya are highly vulnerable to violence, exploitation and abuse with limited access to critical lifesaving support, such as health services, food, shelter and protection assistance. The complex political context, characterized by ongoing tensions and security challenges, creates an environment of insecurity, violence, and human rights abuses against migrants. The situation is especially dire for children in these mixed migration flows, as they have limited access to education and their caregivers often lack documentation, face unemployment, and are at risk of arbitrary detention, trafficking, or forced family separations due to their irregular entry into Libya. Social isolation further hinders their access to essential protection services. IOM established its operations in Libya in 2006. Throughout the country, IOM provides a comprehensive response to the needs of affected population. In this context, IOM aims to conduct more robust and context-specific protection analysis to inform decision making for strategies that reduce and prevent protection risks.

Under the overall supervision of the Senior Programme Coordinator, the direct supervision of the Protection Officer (Policy and Capacity Development), and in close coordination with other relevant units, the incumbent will support the implementation and monitoring of Protection Monitoring activities. The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.

  1. Lead the implementation and coordination of protection monitoring activities in urban areas, DCs, DPs and internal displacement settings.
  2. Supervise third-party contractors (CTG) and IOM Protection Assistants, including assigning tasks, coordinating field visits with protection teams and other IOM departments, and monitoring staff performance and compliance.ย 
  3. Collect, analyse, and synthesize protection-related data and information; contribute to the preparation of context specific protection reports in coordination with relevant colleagues and partners.
  4. Provide inputs to protection risk mitigation activities and advocacy messages, under guidance of senior protection staff.ย 
  5. Assist in the preparation of project proposals, PowerPoint presentations, standard operational procedures, reports, and other project-related documents as required.ย 
  6. Support the delivery and facilitation of training sessions in collaboration with other senior protection staff.
  7. Support administrative, financial, logistics and operational aspects of protection monitoring activities, including monitoring expenditures and tracking project progress.ย 
  8. Monitor project implementation, and outputs against results framework; document relevant operational findings, lessons learned, and good practices.ย 
  9. Maintain organized and accurate records of reports, data, and other documentation in accordance with IOMโ€™s data protection principles.ย 
  10. Assist with informal translation of documents between English and Arabic as needed.
  11. Liaise with Libyan authorities and humanitarian partners, and other relevant stakeholders to support protection activities as required.ย 
  12. Perform other duties as may be assigned.ย
