Under the overall supervision of the Chief of Mission (COM) and direct supervision by the Programme Support Unit Coordinator and in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office and relevant Units at Headquarters, the Senior M&E Associate will be responsible for supporting all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), as well as reporting requirements.

  1. Implementation of M&E activities at the project sites according to the programme goals and objectivesย 
  2. Support programme managers and programme support officers in compiling donor and other periodic reports in line with the M&E plans and agreed reporting schedules.
  3. Be responsible for and roll out the M&E framework for accurate implementation of M&E tools in each programme/project, ensuring that they are implemented periodically.
  4. Compile monthly reports, drawing on M&E activities' outputs where possible, describing the activities, results and challenges of the programme in close coordination with thematic heads and other relevant project staff.
  5. Ensure receiving progress reports from the implementing partners in a timely manner as per requirements and review them with support from the M&E Officer as well as relevant programme managers.
  6. Provide technical support to implementing partners for quality of data collection, consolidation, analysis and reporting by conducting regular spot visits to the project sites and supervision.
  7. Liaise with third party monitors (TPM) monitoring schedules and MEAL plan.
  8. Conduct the non-official translation of all M&E tools, data, findings and reports into Arabic when needed
  9. Carry out regular monitoring activities in the project sites and provide timely feedback to programme and M&E teams.
  10. Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the organizationโ€™s support in close coordination with relevant colleagues.
  11. Support media and communications colleagues to document the process and activities of on-going projects such as capturing case stories for donor reports, website and newsletters based on M&E activities in the project sites.
  12. Organize trainings on M&E activities for IOM and implementing partner staff as necessary.
  13. Support and coordinate to carry out periodic reviews and evaluations in the project sites.
  14. Conduct beneficiary and community satisfaction surveys to collect feedback on the services delivered.
  15. Prepare necessary reports and disseminate them to relevant stakeholders and highlight necessary follow-up actions as required.
  16. Undertake duty travel related to M&E activities as required.
  17. Perform any other duties as may be assigned. Education
    • University degree in Social Science, Development Management or Planning, Statistics or a related field from an accredited academic institution with four years of relevant professional experience; orย 
    • Completed High School degree in above field with six years of relevant experience.ย  Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย  Experience
      • Experience in Monitoring and Evaluation in Syrian context, an asset
      • Experience in the implementation of monitoring and evaluation plans, preferably with monitoring of field activities
      • Proven experience with M&E methods and approaches, planning and implementation of M&E systems, information/data collection, entry, analysis and report writing
      • Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices;ย 
      • Experience in liaising with partner organizations, national and international institutions an advantage.
      • Must be proficient with MS Office.
      • Familiarity with humanitarian assistance programming an advantage. Skills
        • Effectively applies specialized knowledge of M&E.
        • Good communication, interpersonal and organizational skills, with the ability to draft clear and concise reports.
        • Strong work ethics and commitment to humanitarian principles.
        • Ability to work under time constraints and meet deadlines in challenging settings.
        • Ability to work effectively and harmoniously with colleagues from diverse cultures and professional backgrounds Languages
          • Fluency in English and Arabic is required (oral and written). IOMโ€™s official languages are English, French and Spanish.
