The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Project Background:
Over the years, Government of India has taken significant strides towards achieving universal access to equitable, affordable, and quality healthcare services, by extending a range of health schemes/ programs that provide access to primary, secondary, and tertiary care through public health facilities. Central to this effort is the Ayushman Bharat Yojana, launched in 2018, which has four key pillars, namely, Ayushman Bharat Health and Wellness Centre (AB HWC), Ayushman Bharat Pradhan Mantri-Jan Arogya Yojana (AB PM-JAY), Ayushman Bharat Digital Mission (ABDM), and Ayushman Bharat Health Infrastructure Mission (AB HIM). Each of these pillars complements and enables the others, thereby enabling the holistic delivery of health services.
In Madhya Pradesh, the State Health Agency (MP SHA) is responsible for the implementation of ABDM and AB PM-JAY. The William J. Clinton Foundation (WJCF) is supporting the MP SHA in piloting a new solution that will provide patient-centric care co-ordination services through the AB PM-JAY helpline. The primary goal of this service is to provide callers with appointments for the care that they need, based on their need, location and other preferences. Providing convenient, assured options for appropriate care can reduce the delay in seeking care, reduce Out-of-Pocket Expenses (OOPE) and improve their experience through the patient care journey. To enable this, the call centre will also administer a simple adaptive health assessment tool, which will help identify the appropriate care required, based on the callerโs reported symptoms. A secondary objective of the pilot is to enable callers to begin their digital health journey by helping them create ABHA IDs, learn how to use it, and create an Electronic Health Record (EHR) that captures their reported symptoms.
The pilot will be implemented in the districts of Bhopal and Sehore.
Position Summary:
The Senior Project Coordinator (SPC) is responsible for the oversight of field and call centre operations. The SPC will lead and supervise a team of Outreach Facilitators (OFs) and tele callers. They are expected to mentor and supervise the team and ensure the timely implementation of programmatic activities, monitor key program indicators, conduct consistent and timely review, and report the field team and program operations. The SPC would also be responsible for engaging with, managing, and supporting engagements with key government stakeholders and partners at the program district and state level. They should provide timely and proactive inputs to the rest of the program team and undertake supportive supervision visits while ensuring high standards of fiscal integrity. The SPC would represent the organization during stakeholder meetings and workshops at state, district, and block level.
Responsibilities
Regular monitoring, mentoring and providing supportive supervision to outreach facilitators and tele callersReview and share feedback on progress made by their supervisees as required, and in consultation with state team, work towards improving individual and team performance.Develop a field plan, in consultation with the WJCF state team, and undertake field visits to review and monitor program implementation.Liaise with senior government officials at district and block levels to understand issues and concerns, impediments to the program and potential risks. Engage with the WJCF team to share field specific issues and challenges and identify and implement mitigation measures for effective program implementation. Provide support to outreach facilitators, tele callers and WJCF team through supporting engagements with state government health authorities, private health institutions and healthcare providers in order to support in effective implementation of the program.Support with drafting supporting operating procedures/documents/letters/orders, as required.Provide timely and proactive inputs arising from field observations to program team and facilitate implementation.Ensure timely reporting of accurate/reliable data from outreach facilitators and tele callers in respect to operations; and review and provide feedback on a regular basis to strengthening reporting. Conduct data quality audits at regular intervals through inspection of records and visitsFacilitate and support HR & Admin related activities and provide administrative support to Outreach facilitators and tele callers, for their leaves, travel, and advance reimbursement.Share field insights and prepare progress reports on project implementation.Undertake and perform any other activities may be advised or instructed by the state team as and when required.Qualifications
Masterโs/bachelorโs degree in management, public health, engineering, or similar fields.At least six years of technical work experience in program implementation/ health systems improvement, including at least three yearsโ experience of leading field teams.Proven performance in a fast-paced, results driven environment.Experience of engaging with government stakeholders and development sector partners at the local and state levels.Skills and Traits
