Setting and ReportingThis position is located in the E-trade Initiatives Section of the E-commerce and Digital Economy Branch within the Division on Technology and Logistics of the United Nations Trade and Development (UNCTAD). The Senior Programme Management Officer serves as Chief of the Section and reports to the Head of Branch. ResponsibilitiesWithin delegated authority, the Senior Programme Management Officer will serve as Chief of the eTrade Initiative Section and be responsible for the following duties: โข Provides strategic advice and operational support to the eTrade for All Initiative, eTrade for Women and the related outreach activities. โข Takes the lead to develop, implement and evaluate assigned eTrade Initiative programmes; directs subordinates in the Sectionโs programme development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. โข Monitors economic developments in global e-commerce and identifies recurrent and emerging issues of concern to the United Nations and to the eTrade for all partners. โข Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes. โข Directs research and programme evaluation and presents information on e-commerce and digital economy gathered from diverse sources. โข Undertakes survey initiatives in the key policy areas covered by the eTrade for all initiative and eTrade for Women; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โข Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, annual reports, etc. โข Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โข Manages outreach activities and communication; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. โข Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). โข Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. โข Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. โข Leads team membersโ efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. โข May perform other duties as required. EducationAdvanced university degree (Masterโs degree or equivalent) in business administration, management, economics or a related field is required. Work ExperienceA minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required. At least five (5) years of experience developing or implementing inter-agency initiatives is desirable. Experience supporting trade policy development in e-commerce and the digital economy is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English and French are required. Either Arabic or Chinese (Mandarin) or Spanish or Russian is desirable.
