Organization Context :

Under the overall supervision of the Programme Coordinator (Protection) and the direct supervision of the National Programme Officer (Protection), the incumbent will support the implementation and monitoring of protection services, through Implementing Partner (IP) organizations of IOMโ€™s protection programme in Pakistan.Under the overall supervision of the Programme Coordinator (Protection) and the direct supervision of the National Programme Officer (Protection), the incumbent will provide advanced support for the effective planning, implementation, coordination and monitoring of protection services, through Implementing Partner (IP) organizations of IOMโ€™s protection programme in Pakistan.

The Seniorย Programme Associate (Protection) willย support compliance monitoring, quality assurance and operational coordination across projects implemented by Implementing Partners (IPs), liaising with IPs and contributing to operational planning, monitoring and reporting.

Support the planning and implementation of ongoing and new protection activities by Implementing Partners (IPs), including the selection of new IPs, in line with IOM standards, project frameworks, workplans, and donor requirements. Support the implementation of protection-related activities by IPs, including but not limited to case management, community-based protection, referral pathways and coordination of legal service provision. Assist in the organization and delivery of capacity-building sessions to IPs on general protection, protection mainstreaming principles, gender-based violence (GBV), child protection (CP), counter trafficking (CT), safe referral practices, prevention of sexual exploitation and abuse (PSEA), data protection and other relevant topics. Assist the monitoring of a network of different IPsย against project workplans and log frames, including through weekly and monthly project tracking and reporting tools. Maintain regular and proactive communication with IPs and field teams to help identify and address operational and programmatic challenges. Participate in regular field visits to support the monitoring of service delivery by IPs, assist in periodic meetings to discuss challenges, conduct ad hoc follow-ups, and contribute to identifying and reporting capacity-building needs to the supervisor. Consistently and accurately collect and compile information and data shared by IPs on project achievementsย andย enter them into relevant tools, databases and information management (IM) systems to facilitate monitoring and reporting, in line with data protection principles.ย  Support other tasks and activities as requested by the supervisor, including but not limited to assisting with field visits, key informant interviews (KIIs), focus group discussions, awareness raising sessions and other activities. Assist with other tasks, as needed. Qualification and Experience : ย  Education Bachelorโ€™s degree in development studies, political sciences, social sciences, gender studies, law, human rights or other relevant field from an accredited academic institution with four years of relevant professional experience; or, High school diploma with six years of experience.ย  Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย  Experienceย  Experience supporting general protection, child protection (CP), and gender-based violence (GBV) activities, including direct work with beneficiaries. Previous experience in protection-related information management is an asset. Understanding of the protection sector in Pakistan, including its challenges, priorities, existing referral pathways, and an understanding of principles for safe referrals.ย  Experience supporting capacity-building initiatives and awareness-raising on general protection, GBV, CP and other cross-cutting issues. Good experience working with implementing partners (IPs). Understanding key issues related to data protection and knowledge of safe, confidential and ethical data collection and handling.ย  Proficiency in MS Word, Power Point, and Excel. Knowledge of the Afghanistan crisis in Pakistan and basic understanding of issues related to Afghan migrants and host communities. Skills Familiarity with a range of migration-related topics relevant to the Organizationโ€™s work. Basic Knowledge of UN and bilateral donor programming processes. Knowledge of financial rules and regulations. Languages:: ย  IOMโ€™s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย  Required : ย 

For this position, fluency in English and Urdu is required (oral and written).

Desirable :

Working knowledge of Pashtu, Dari or any other local language/s.
