The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO.

Introduction

The temporary position is located in the ILO Regional Office for Europe and Central Asia (EUROPE). The Regional Office has overall responsibility for the ILOโ€™s presence and activities in the region in line with the ILO outcome-based strategic planning. It is the only ILO Regional Office based at ILO headquarters in Geneva and covers 51 countries. It takes the lead in defining regional priorities, activities, promoting partnerships, monitoring programme delivery, providing support and coordination to its network of Decent Work Technical Support Teams/Country Offices in Budapest and Moscow and Offices in Ankara, Berlin, Brussels, Lisbon, Madrid, Paris and Rome. The Regional Office for Europe and Central Asia also closely cooperates with all relevant departments at ILO headquarters, is an active partner to the regular UN Regional Directors Meetings as well as other UN meetings and has overall responsibility for the smooth organization and content of the ILO European Regional Meetings, for providing input to and following-up on Governing Body and ILC outcomes.

The Senior Administrator acts as Chief of the Regional Programming Unit (RPU). The incumbent will strategically assist regional management and field offices in the region in programming resources for all sources of funds as well as supporting the coordination, monitoring, and reporting on ILO's activities in the region. In close collaboration with the Strategic Programming and Management Department (PROGRAM) at headquarters, the incumbent will provide support at regional, subregional and country levels in the area of strategic planning, resource allocation, country programme implementation, monitoring and evaluation, and knowledge management. The incumbent will also be responsible for oversight of financial and HR tasks.

The present context in Europe and Central Asia is volatile and requires a high degree of adaptability. The war in Ukraine implies a greater need for ILO support in this country and in neighbouring countries. The promotion of the Global Coalition for Social Justice is creating new opportunities for partnerships, and the Senior Administrator will support them at regional and country levels, and also enhance communication and knowledge sharing.

The position reports to the Regional Director of the Regional Office for Europe and Central Asia and receives technical guidance and advice from the Strategic Programming and Management Department at ILO headquarters. The position is a part of the Regional Management Team as well as of the Global Technical Team on programming.

The Senior Administrator liaises with the Deputy Director, the Senior Advisor and Country Office Directors. The combination of these different responsibilities offers the Regional Director an integrated and coherent overview of a substantial number of programmatic, administrative, financial and communication issues.

Specific duties

1. Plan, lead and manage all functions of the RPU, including establishing and appraising the work plan in line with the priorities of the organization, ensuring timely quality results, reporting and evaluating regularly.
2. Provide support to Decent Work Technical Support Teams (DWTs) and Country Offices (COs) in the development, implementation, and monitoring of Decent Work Country Programmes (DWCPs) or other programming frameworks at national and subregional levels in the region.
3. Identify and define regional priorities and outcomes within the framework of the Outcome-based Work Plans (OBW) and provide support to DWTs and COs in the region in the formulation of OBW for the biennium. Maintain close liaison with relevant technical units at headquarters to plan, articulate and support the implementation of Country Programme Outcomes. Coordinate the regular region-wide reviews of OBWs in consultation with the responsible lead officials at headquarters and PROGRAM.
4. Coordinate the planning and programming of regular budget and associated resources, RBTC, PSI, RBSA, as well as extra-budgetary resources, in the region. Monitor delivery of all sources of funds and propose appropriate action to regional management and office directors in the region.
5. Coordinate the preparation of the region's Programme and Budget proposals. Plan and coordinate the biennial implementation reporting exercise and provide quality assurance.
6. In consultation with PROGRAM, monitor programme implementation to ensure conformity with the ILO's Programme and Budget objectives and RBM. Propose changes in programme orientation and work methods.
7. Resolve resource problems in the Region and supervise/monitor administrative, HR, financial and procurement services. Analyse staffing situations and advise managers. Responsible for the administration of local staff and other selective human resources functions in the Region.
8. Support sub-regional and country offices in resource mobilization efforts in close collaboration with the Multilateral Partnerships and Development Cooperation Department, monitor the overall development cooperation portfolio and support the conclusion of new partnership agreements.
9. Coordinate the engagement of the RO with the UN system and regional organisations, identify opportunities for partnerships and find solutions to potential problems.
10. Contribute to the development and implementation of regional strategic priorities as a core member of the management team and prepare documents of a conceptual, strategic and policy nature. Conceptualise, design and develop a range of services, tools and related support activities. Plan, organise and supervise the preparation and production of technical and administrative documents.
11. Plan, direct and coordinate information, knowledge sharing and communication across the region. Analyse results and events for their communication potential and propose plans, budgets and methods for effective communication of the Regionโ€™s activities as well as information and knowledge sharing across the region.
12. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced university degree in social sciences, business administration or other relevant field.
A first-level university degree (Bachelor or equivalent) in one of the afore-mentioned field(s) with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least ten years of progressively responsible experience, including at the international level, in the implementation and management of programmes, ideally in the management of a country office. Experience in programming ILO work in politically sensitive country contexts. Experience in managing work units, programmes and budgets.

Languages

Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language of the Organization.

Competencies

In addition to the ILO core competencies, this position requires:

Excellent knowledge of financial rules and regulations. Excellent knowledge of ERP systems, ideally Oracle-based. Knowledge of HR rules and procedures. Seasoned knowledge of officeโ€™s policies, administrative procedures and practices, including programming techniques and cycles. Excellent skills in programme development, execution, monitoring and evaluation. Proven skills and ability in advising and guiding staff on policies, procedures and practices. Demonstrated ability to effectively monitor and evaluate work programme and resources. Demonstrated skills and ability in coordinating activities and formulating guidelines and policies. Excellent writing skills, communication, presentation and negotiation skills. Excellent supervisory, organizational and management skills. Proven track record in negotiating partnership and development cooperation programmes. Demonstrated ability to develop, seek funding, implement and evaluate activities of the work unit/ programme or project. Political acumen and experience in working with ILO constituents. Tact and persuasiveness in dealing with people. Seasoned knowledge of the broad range of technical subject areas dealt with by the work unit/ programme. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
