Overview: DT Global is seeking a Senior Program Manager to join our Environment and Infrastructure (E&I) Practice. The E&I Practice supports program delivery across several technical areas, including climate change; renewable energy; water, sanitation, and hygiene (WASH); and environment. The Senior Program Manager will provide program management support to USAID-funded climate and environment projects and also actively engage in the pursuit of new business development opportunities. This position will report to the Director, Climate and Environment Services.

Tasks and Responsibilities:

Project Delivery

  • Responsible for overall project management for project from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors.
  • Serve as primary problem solver across project. Elevates issues as needed and ensures that the PMU responds to field office requests in a timely manner.
  • Support project start-ups and closeouts as needed, including regularly traveling to the field to support project initiatives and backfill project leadership, as necessary.
  • Monitor consultant and subcontractor performance; ensure agreements and deliverables are achieved and performance timelines are met.
  • Serve as a DT Global representative to USG clients at senior levels throughout the project life cycle, including startup and closeout meetings; regular correspondence regarding implementation progress; as-needed problem solving; and delivering presentations on the project to a variety of actors.
  • Stays up to date on program implementation and serves as a resource for other home office colleagues regarding projects within their portfolio.
  • In conjunction with the contractโ€™s representative, takes accountability for project processes including contractual quality assurance and compliance; interfaces with finance and contracts to ensure financial management and contract compliance.
  • Responsible for overall project financial management and compliance, including overseeing accruals, pipelines, and cost-to-complete reports prepared by the Program Manager or other members of the PMU for both DT Global and clients.
  • Monitor project budgets, manage monthly budget projections (including ensuring the accuracy of field office projections), review budget modifications prior to submission to client, and ensure budgets are correct. Works with Director to communicate changes any changes to projections to client and DT Global.
  • Manage team dynamics and workload; communicate with senior management regarding resource needs.

Technical Excellence:

  • Contributes to the development of project work plans and helps to ensure that technical work plans are executed. Encouraged to use knowledge of development issues and culture to adapt work plans to changing circumstances and seeks alternative ways of achieving project implementation goals.
  • Oversee formatting and submission of all project deliverables to DEC or the Prime Contractor and proper archiving.
  • Serves as acting director, as needed.

Business Development:

  • Assume a lead role in the preparation of new business proposals from capture phase through live solicitation, which includes participating in pipeline discussions to determine bids to pursue, as appropriate.
  • Lead proposal development, including technical approach, staffing, and partnering strategies and negotiations, and decisions on information gathering trips, and oversee cost development, as applicable.
  • Lead scoping and information gathering trips for anticipated and live proposals and guide staff and consultants supporting research efforts.
  • As necessary, draft proposal sections.

Education & Minimum Qualifications:

  • Bachelorโ€™s degree in environmental science, natural resource management, sustainable urban planning, international development, international relations, or a related field; or a relevant combination of education and work experience required
  • 7-9 years of direct USAID project management and support experience, responsible for overseeing project implementation and business development initiatives
  • Experience in the delivery of USAID projects in any of the following areas: sustainable landscapes, biodiversity, climate change, or water security
  • Strong knowledge of environmental and climate change issues in the development context
  • Minimum 4 years of supervisory experience
  • Substantial experience in managing international donor projects and extensive knowledge of donor regulations and policies (including AIDAR and FAR), especially as they relate to contracting and procurement
  • Solid background in managing multiple large programs, including overseeing complicated budgets
  • Long-term field experience working outside the U.S., particularly in developing countries
  • Excellent interpersonal skills with the ability to work independently and effectively lead teams
  • Strong organization and prioritization skills as well as attention to detail
  • Strong verbal and written communications skills, including delivering formal and informal presentations and drafting and editing deliverables
  • Knowledge of U.S. foreign policy in the Asia Pacific, Africa, Latin America, Middle East, and/or other relevant regions
  • Ability to serve as in-country Deputy Chief of Party in the event of a vacancy or absence
  • Ability to travel and work overseas on short term technical assignments up to 25%, at times with very short notice
  • Proficiency in Microsoft Suite (Word, Excel, and PowerPoint)

Preferred Qualifications:

  • Master's degree in environmental science, natural resource management, sustainable urban planning, international development, or international relations
  • Understanding of USAID climate change strategy and environmental policies
  • Experience with USAID's results chains methodology for biodiversity programming
  • Experience managing project start-ups and/or closeouts
  • Experience working with multiple international donors
  • Prior field office experience preferred
  • Fluency in Arabic, French, or Spanish
  • Knowledge of Microsoft SharePoint or similar file-sharing platform
