    ORGANIZATIONAL CONTEXT

    Tรผrkiye hosts one of the largest refugee populations in the world, with approximately 2.7 million people. Around 60,000 of the most vulnerable reside in eight camps in the southeast, while the vast majority live in urban and rural areas across the country. Since June 2014, the Temporary Protection regime has enabled Syrian refugees to access essential services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status.

    The World Food Programme (WFP) supports over 35,000 of the most vulnerable refugees through monthly e-vouchers and cash transfers to help them meet their food needs. Following the devastating earthquakes of February 2023, WFP provided emergency food assistance to 1.6 million people in southeastern Tรผrkiye. As markets resumed functioning, an additional 600,000 earthquake-affected individuals received cash assistance to meet their basic needs.

    As food security conditions stabilized, WFP shifted its focus to revitalizing the local food value chain in earthquake-affected regions. Through strategic investments in small food businesses, WFP aims to restore livelihoods and ensure long-term food security.

    Tรผrkiye holds critical strategic importance for WFPโ€™s global operations. The country plays a key role in the procurement and transportation of food commodities, serving as a vital corridor from the Black Sea into Syria. WFP is exploring opportunities to expand its grain reserves and milling capacity in Tรผrkiye, leveraging the countryโ€™s advanced infrastructure.

    Where feasible, WFP prioritizes local procurement of food and other goodsโ€”an approach that supports farmers, boosts agricultural incomes, promotes land use, and generates employment.

    As part of its strategic plan, WFP is increasingly positioning itself as the leading UN agency in Tรผrkiye for coordinating emergency preparedness efforts. In close collaboration with the Government of Tรผrkiye (GoT), WFP aims to support the development and implementation of emergency preparedness strategies and policies. Given Tรผrkiyeโ€™s geographic location and exposure to natural disastersโ€”including earthquakes, floods, and wildfiresโ€”strengthening national resilience and response capacity remains a top priority.

    This Job holder reports to a Head of Unit, Chief, or designated Officer.


    THE ROLE: To lead a comprehensive range of procurement support activities, performing research and analysis, and providing recommendations to support the efficient and effective procurement services

    KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):


    1. Provide operational coordination and guidance, to support procurement projects and activities following standard processes and contributing to the effective procurement of goods and services.
    2. Identify, assess and recommend potential suppliers, and ensure necessary data/documents are distributed to support the selection of suppliers, ensuring standard processes are followed.
    3. Review, amend and prioritize purchasing requests, and provide recommendations to requisitioners, to support the procurement of goods and services, at lowest cost to WFP.
    4. Contribute to negotiations with new suppliers on terms and conditions of orders, with guidance from a Procurement Officer, in order to obtain the best terms and lowest costs for WFP.
    5. Review and prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, in order to enable the swift purchase of goods and services.
    6. Conduct research and analysis on a range of data, and produce substantive reports providing insight and recommendations to Procurement Officers and enabling informed decision-making.
    7. Design, develop and oversee the maintenance of databases and records, to ensure information is accurate, organised, and available for others to access, and supports reporting requirements.
    8. Act as an escalation point, liaising with suppliers and providing solutions to complex issues related to delivered goods, using initiative and following process, to ensure timely resolution of problems.
    9. Work in collaboration with internal counterparts, in order to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
    10. When required, manage a team of staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
    11. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

    QUALIFICATIONS AND EXPERIENCE:


    Education and Experience: Completion of secondary school education with min. 7 years of work experience. University degree in Business Administration, Supply Chain Management, Finance, Economics, International Business, Political Science, Logistics, or other relevant field with less years of related work experience. Post-secondary paraprofessional training or certification in Procurement (i.e. CIPS, APICS CPIM, CSCP, CLTD, ISM CPSM, etc. ) or other related field is desirable.
