The incumbent of the post reports to the Head of Policy & Compliance Monitoring Section-P4. The incumbent of the post supervises a team of Professional and General Service staff. ResponsibilitiesLeads the technical analysis and refinement of asset, fleet, and inventory management processes by providing evidence-based insights, operational data, and recommendations to the Head, Policy & Compliance Monitoring Section (PCMS). Supports the application of established policies and procedures across Field Offices and identifies operational gaps requiring review or policy updates by the Section. Leads the development of specialized technical guidance, tools, and process improvements, ensuring their alignment with established policies and operational requirements before submission to the Head, PCMS for endorsement. Monitors adherence to existing regulatory and procedural requirements within CSSDโ€™s scope and escalates significant non-compliance issues to the Head, PCMS. Oversees the technical configuration, data integrity, and functional performance of asset, fleet, and inventory management systems, ensuring accuracy and operational readiness. Leads technical assessments, identifies system gaps, and proposes functional enhancements to the Head, PCMS. Coordinates with ICT, Field Offices, and system focal points to ensure consistent application of business processes and contributes to system-related guidance, data standards, and user support materials Leads the technical development and refinement of risk-based monitoring tools, dashboards, and analytical models to track asset, fleet, and inventory performance. Conducts advanced data analysis, validates inputs from Field Offices, and prepares consolidated monitoring products for review by the Head, PCMS. Coordinates with CSSD units and Field focal points to ensure consistency of data collection methodologies and to identify operational risks requiring escalation. Leads the technical execution of compliance and internal control reviews by conducting risk assessments, analyzing operational gaps, and consolidating findings from Field Offices. Identifies recurring issues requiring escalation and prepares technical recommendations and mitigation options for review by the Head, PCMS. Coordinates with CSSD units and Fields on the follow-up of audit observations and monitors progress against agreed actions through data analytics and performance indicators. Develops specialized training materials and delivers technical capacity-building sessions in asset, fleet, and inventory management. Conducts technical skills gap analysis and prepares recommendations to inform the Sectionโ€™s capacity-building plans. Facilitates knowledge sharing among operational focal points and provides technical coaching to ensure consistent application of established procedures. Oversees the technical monitoring of asset and inventory lifecycle management processes across Field Offices, analyzing data trends to identify operational gaps and risks requiring escalation to the Head, PCMS. Leads the consolidation and validation of asset and inventory information during routine operations and emergencies, ensuring timely provision of technical guidance to Field focal points. Coordinates the preparation, review, and submission of cases to the HQ Property Survey Board, ensuring completeness of documentation and adherence to established procedures. Leads advanced fleet performance analysis by monitoring utilization trends, fuel consumption, maintenance data, and operational inefficiencies. Identifies recurring issues and prepares technically sound recommendations to enhance fleet practices, safety measures, and cost-effectiveness for review by the Head, PCMS. Provides technical guidance to Field Offices on the application of established fleet procedures and coordinates follow-up on corrective actions to improve operational readiness and sustainability. Provides technical guidance and day-to-day supervision to junior and mid-level staff involved in monitoring, compliance, and data analysis activities. Allocates tasks, reviews technical outputs, and mentors team members to strengthen analytical skills and ensure consistent application of established procedures. Supports the Head, PCMS in identifying capacity-building needs within the team.
