Monitor and analyse the European ATM operational developments and trends, advise INO management on emerging R&I needs and opportunities, and formulate strategic recommendations for INO's R&I positioning in key ATM operational domains (KOD). Lead projects to develop, design, and validate innovative ATM concepts for SESAR and other R&I initiatives, showcasing leadership in introducing new approaches within the industry, encompassing a large scope of operational domains and broader industry impact. Direct the enhancement and update of methods, techniques, and tools to support ATM operational activities, focusing on continuous improvement and innovation. Drive, develop or oversee the preparation, review, and refinement of operational and technical documents (e.g. implementation strategies for the roadmap to ensure effective execution), and ensure accuracy, relevance, and compliance with standards. Provide expert advice on aviation rules and standardisation to external stakeholders and mentor team members on various topics including air transport operations, concept development, legal provisions as needed. Foster strategic relationships with stakeholders and industry partners for effective information-sharing and collaboration. Actively participate in events to promote INO's role in key projects. Carry out any other tasks in line with the main purpose of the job.

Required qualifications, experience & competencies

Completed university studies of 4 years in a relevant domain (e.g. Sciences, Engineering, Mathematics, etc.) or of 3 years plus 1- year relevant professional experience. Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. Minimum of 12 yearsโ€™ relevant professional experience to carry out the described tasks, with a minimum of 10 years' recent experience dedicated to the execution and management of strategic initiatives within an Air Navigation Service Provider. Experience in providing strategic advice to senior management in the ATM sector. Experience in strategic planning for the ATM sector with a proven track record in in developing and implementing strategic plans. Experience in integrating operational insights with engineering practices to boost efficiency and safety in ATM. Proficient in understanding the European aviation landscape and ATM, encompassing regulatory frameworks, operational standards, and challenges and requirements of the industry. Experience in large project management in a multicultural environment with diverse teams and strong stakeholder engagements. Skilled in stakeholder management and leveraging business insights. Proficient in crafting and delivering clear, impactful documents and presentations in English for diverse audiences. Strategic focus: You develop business/service strategy in line with the Agencyโ€™s strategy. Communication: You adapt your communication to different situations and audiences. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become at least a basic user of French at level A1 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months. The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
