Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), address malaria; improve nutrition and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).
Job Description
The EpiC Haiti Senior MEL Officer โ MNCH & Nutrition will support the Senior SI Advisor in the implementation and strategic coordination of monitoring, evaluation, and learning (MEL) activities for the MNCH & Nutrition component of the EpiC Haiti project. Based in Les Cayes and covering the Southern region, s/he will provide technical oversight and support to MEL implementation in collaboration with EpiC project staff, implementing partners. The Senior MEL Officer will ensure that data systems effectively capture, analyze, and report performance results that align with national and project indicators.
This position will help strengthen partner MEL systems and performance reporting for community and facility-based MNCH and nutrition services, including working with sub-partners and key stakeholders to monitor, document, and analyze program performance, ensure data quality, support continuous quality improvement (CQI) and adaptive program management across the South region.
The position will be based in FHI 360โs office in Les Cayes. Strong preference is for Haitian national candidates.
Job Responsibilities
Support the SI Advisor in the design and implementation of M&E systems and tools for the project;
Synthesize reports, analyze data and develop or adapt M&E tools;
Work with the partners regional teams health service providers, local stakeholders and the South Health Directorate to provide support and guidance on project M&E activities, ensuring alignment with Department of State (DoS) and MOH reporting requirements;
Work with partners regional M&E teams to support the correct implementation and use of M&E tools and platforms (SISNU,...), and adherence to complete, correct and timely reporting;
Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs) using official tools, assist in the preparation of weekly and monthly reports, and carry out joint supportive supervision at sites with the partners regional teams and the South Health Directorate;
Ensure that the quality of activities adheres to EpiC and PEPFAR standards by supporting the development and implementation of appropriate mechanisms to ensure quality;
