Project Background
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), address malaria; improve nutrition and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).
Job Summary
Under the supervision of the MCH/Nutrition Senior Advisor, Maternal, Newborn, & Child Health (MNCH) and Nutrition, the Senior Technical Officer MNCH and Nutrition will provide technical support to staff and projects in the areas of project design, project implementation and quality assurance. This role involves implementing and monitoring strategic and technical initiatives related to MNCH and nutrition USG-endorsed life-saving interventions for pregnant women, newborns, and children including antenatal care (ANC), postnatal/postpartum care, emergency obstetric and newborn care (EmONC), integrated community case management (iCCM), infant and young child feeding, screening and treatment for acute malnutrition, among others.
This position will provide technical guidance around the issues, challenges, and strategies for achieving project targets related to improved access, quality, and coverage of MNCH and nutrition services. The Senior Technical Officer will contribute to knowledge products through the creation and management of reports, and technical materials including presentations, work plans, technical and policy briefs and other knowledge products. Working closely with project and Headquarter (HQ) teams, this position supports projects by evaluating programmatic effectiveness, overseeing technical aspects of strategies and implementation plans, and providing technical assessment reports.
Preference is given to Haitian local nationals and this will be based in Les Cayes (South).
Accountabilities
Technical Requirements:
Provides project staff with overall technical guidance related to evidence-based MNCH and nutrition programming for facility and community-level interventions and above-site support, based on local and global best practices and in line with the projectsโ expected outcomes.
Reviews and develops, as appropriate, project strategies, protocols, manuals, training materials and reports related to MNCH and nutrition.
Works closely with project teams to ensure project implementation remains technically sound and adheres to project strategy and standard operating procedures (SOPs).
Develops or contributes to technical briefs, reports, and other necessary materials to facilitate evaluations and assessments, and to document best practices, policies, and procedures related to MNCH and nutrition programs.
Analyzes project implementation to identify areas for improvement and propose appropriate technical strategies and guidelines.
Collaborates with research and evaluation teams to analyze and interpret data, articulate findings and recommendations.
Monitors project deliverables and reports to supervisors.
Identifies and raises issues for senior technical staff.
Tracks technical projects are spent under broad supervision.
Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
Builds productive working relationships internally and externally.
Applied Knowledge & Skills
Comprehensive knowledge of global MNCH and nutrition best practices and effective implementation approaches.
Experience with successful capacity strengthening models that improve MNCH and nutrition clinical care access and quality.
A demonstrated track record providing support and collaborating with program leadership and technical teams.
Experience working with USG-funded health programs is highly preferred.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical
issues in assigned areas.
Ability to read, write, and speak fluent English is highly desired
Must be fluent in the local language
Excellent organizational and analytical skills.
Excellent and demonstrated project management skills.
Demonstrated proficiency with using Microsoft Office Suite required.
Ability to analyze and interpret data, identify errors, and prepare reports.
Ability to solve problems and implement corrective action as needed.
Fluency in French, Haitian Creole required. Advanced English is preferred.

Education
Masterโs Degree or its International Equivalent in Public Health, Health, Nutrition, Research or a Related Field.
Project Management (PM) Certification preferred.
Experience
6+ years of relevant experience providing technical support in MNCH and nutrition to national or global technical teams.
Prior work experience in a non-governmental organization (NGO), government agency, or
private organization.
Typical Physical Demands
Typical office environment. Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time
Technology to be Used
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements
Up to 75% in-country
