Setting and ReportingThis position is located in the Service Delivery Management Pillar of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in Goma. The Senior Medical Officer (Medical Chief of Section) reports directly to the Chief Service Delivery Management. The Senior Medical Officer (Chief of Section), manages overall operations and logistical support to all mission components by planning, coordinating, and delivering of medical services including management of staff and budgetary resources. ResponsibilitiesWithin delegated authority, the Senior/Chief Medical Officer will be responsible for the following duties: Managerial: โข Plans, organizes, manages, supervises and coordinates medical services in the Mission. This includes management of medical support activities in the Mission. โข Provides day-to-day supervision of medical staff. โข Evaluates staff performance, interviews/evaluates candidates for job openings. โข Prepares budgets and controls finances, ensuring optimum and rational use of resources. โข Procures drugs, medical equipment, consumables and medical supplies. โข Ensures availability of supplies and proper functioning of medical equipment. โข Ensures the implementation of directives from UNHQ. โข Works closely with the Force Medical officer or designee on all Force related medical issues, administrative and medical functions including casevac/medevacs, medical care, repatriation and operations. โข Coordinate the smooth function of the aero medical evacuation (AMET) team and the COE medical facilities as per DHMOSH health quality and patient safety (HQPS) standards. โข Liaise and follow up with procurement and contracts management on contracting medical services with private medical service providers, extension of contracts and provision of standards medical services as per DHMOHS HQPOS standards. โข Manages the interface between the medical section components, senior management of the Mission, all specialized agencies, TCC/PCC medical service providers, other physicians and representatives of laboratories, pharmaceutical companies, medical associations and societies. โข Ensures a conducive and secure working environment for medical staff. โข Acts as Advisor for the Mission on Medical Matters. โข Establishes and implements appropriate training programs in order to maintain and develop the medical capabilities (e.g. Occupational Health, mental health, health education, disease prevention, first aid and CPR). Clinical Duties: โข Undertakes day-to-day clinical duties, e.g. walk-in clinic, responses to emergencies, pre-placement and periodic medical examinations, immunizations, etc. โข Oversees the delivery of high-quality occupational health services in the UN workplace as per DHMOSH HQPS standards. โข Refers staff to outside specialists and the specialized medical facility as necessary. โข Follows-up with outside specialists and the specialized medical facility. โข Oversees and provides health education and health promotion programs. โข Liaises with medical sections/units in the mission and host-nation facilities. โข Ensures the provision of health education. โข Ensures the implementation of adequate Infection Control measures in the mission medical services and contracted Hospitals. โข Follows the UN established policies and procedures regarding medical clearances, sick leave and medical evacuations and related mission health issues. โข Organizes/Participates in addressing work environment and occupational health issues. โข Performs other related duties as required. EducationDoctorate in Medicine (MD) or equivalent in medicine or related fields including residency/internship in one of the medical specialties preferably in Surgery is required. Job - Specific QualificationCurrently registered to practice medicine in own country or another UN member state is required. Pre-Hospital Trauma Life Support (PHTLS) or equivalent certification is desirable. Postgraduate certificates in Occupational health and safety (OSH) and Occupational Ergonomics are desirable. Work ExperienceA minimum of ten (10) years of progressively responsible clinical experience in one of the areas of medicine, including at least five years in the Occupational Health field, is required. At least five (7) years of combined clinical and management experience in one of the areas of medicine and medical sections, including budgeting, supervisory responsibilities and resource management with experience working in military medical services and UN mission, including management in crises situation are required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required.
