Senior Manager – Finance and Grants

The International Crops Research Institute for the Semi-Arid-Tropics (ICRISAT) is seeking applications for a Senior Manager - Finance and Grants position. The incumbent will be managing and be responsible for the overall supervision and coordination of Finance within the Region, including the SERVIR-West Africa Program, part of the SERVIR Global program, a joint development initiative of the National Aeronautics and Space Administration (NASA) and the United States Agency for International Development (USAID). The Regional Finance and Grants work location will be in Bamako, Mali and s/he will report to the Head of Finance, who is based in Hyderabad, Telangana, India and, in the context of SERVIR, to the SERVIR-WA Chief of Party, who is based in Accra, Ghana.

A joint initiative of the National Aeronautics and Space Administration (NASA) and United States Agency for International Development (USAID), and leading geospatial organizations in Asia, Africa, and Latin America, SERVIR partners with countries and organizations in these regions to address critical challenges in climate change, food security, water and related disasters, land use, and air quality. Using satellite data and geospatial technology, SERVIR co-develops innovative solutions through a network of regional hubs to improve resilience and sustainable resource management at local, national and regional scales. SERVIR increases awareness and access to information and supports analysis to help people in these regions through early action and the use of Earth observation information, Earth science, and technology. Job Responsibilities:

·       Ensure consistency in the application of accounting rules and procedures

·       Ensure application of internal Memos, SOPs, procedure manuals and MOUs related to Finance

·       Provide financial and accounting assistance for research projects

·       Review journal entries before approval for posting into ledger accounts, Process claims, payments and financial reports

·       Verify and clear petty cash disbursements and Assist in budgets preparation

·       Review invoices for conformity and make recommendations for next steps or payments

·       Assist and provide unclassified information to clients (staff, collaborative partners, donors) on need basis

·       Review reports/statements for collaborative projects to be submitted to donors in liaison with Headquarters, ensuring that due diligence and donor policies are followed

·       Verify monthly payrolls, monitor budget and expenditures status

·       Review all accounts in a periodical basis and liaise with HQ if needed

·       Work closely with the procurement unit for fixed assets review/analysis in preparation for closing entries and adjustments

·       Serve as focal person for internal and external auditors

·       Ensure optimum cash balance availability including funds management and cash flow projections

·       Ensure timely submission of billings to sister organizations, Bank Reconciliation Statements and  budget reports

·       Prepare and journalize closing entries and adjustments as per year end Final Audit Requirement

·       Fixed assets accounts review and analysis

Qualifications and experience:

·       A Master degree or Equivalent in Accounting/Finance with knowledge in related field of accounting and finance

·       A minimum of 5 years of experience is a must for the position

·       Experience and familiarity with the use of software and programs especially Sun Systems

·       Should be fully bilingual in French and English (written and oral)

·       Must be able to get along with supervisors and peers and subordinates

·       Must be able to lead and motivate co-workers to deliver as a team and to work under pressure and in a multicultural environment

·       Self-guided, strong organizational and planning skills; ability to work independently and under pressure

·       Working experience in an international organization or NGO and in West and Central Africa would be an added advantage

This is Contractual position initially for a period of three years (36 months) renewable based on the performance of the incumbent and the institute’s continuing need for the position.
