Setting and ReportingThe Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. This position is located in the Facilities Management Unit (FMU), Facilities & Assets Management Services Section (FAMSS), Resources Management and Service Development Division (RMSDD) of ESCWA. The Senior Facilities Management Assistant reports directly to the Chief of FMU and will be under the overall supervision of the Chief FAMSS. Responsibilitiesโข Coordinates construction, repair, maintenance and installation of conventional buildings, temporary buildings, infrastructure and sites and premises including grounds in the mission area. โข Plans construction and renovation projects, including conceptual design, identification of design parameters, analysis of functional/special needs and recommendations on alternative solutions. โข Reviews contractors' invoices and assists with cost recovery as required. โข Prepares scopes of work and technical specifications including engineering drawings, bill of quantity and cost estimates for construction/modification/alteration works taking into consideration the interpretation of building codes for construction, health and fire safety. โข Carries-out technical evaluation of offers and, after contract has been awarded to successful contractor, supervises coordinates and monitors implementation of contract and progress of work to ensure compliance with drawings and specifications and determines justification for technical changes to the contract and prepare progress reports. โข Assists in developing standards for existing and future facilities and guidelines for the on-going management of buildings. โข Liaises with Safety and Security for safety inspections of premises; reports and investigates accidents and recommends correction of safety or fire hazards. โข Assists in identifying common issues and best practices, making strategic recommendations and developing a plan to achieve objectives and increase efficiency. โข Drafts responses to the board of auditors, OIOS and Joint Inspection Unit (JIU) on audit-related issues and additional information requests on construction and common service subjects/studies in the JIU work programmes as required. Monitors the implementation of internal and external audit recommendations. โข Drafts status reports, briefing papers, updates and ad-hoc reports on status of the various stages of the planning, design, construction, environment, safety-related projects and common-service aspects of the programme as required, communicating findings, recommendations, analysis and concepts to the Chief of Unit/Section as appropriate. โข Reviews proposals for rental/lease or construction of new facilities to ensure conformity with approved space standards, building construction guidelines and legislative policies/recommendations and draft comments/recommendations. โข Assists in the implementation of work plan of the Unit/Section and in managing the resources and participates in the preparation of biennial budget and spending plan of the Unit/Section. โข Supervises general service staff of the Unit/Section. โข Coordinates specialized needs for special events or special construction and operational issues. โข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โข Assists with visualizations and updating information material such as web pages or brochures. โข Organizes, plans, and supervises the daily operations of the mail and pouch unit. โข Manages the workflow and distribution of mail and pouch services, ensures prompt delivery, resolves complaints, and maintains compliance with UN and international postal regulations. โข Recommends systems and procedures, monitors adherence to policies, and introduces new technologies to improve mail and pouch service efficiency. โข Communicates with UN offices and agencies worldwide to advise on dispatch of mail and pouch materials. โข Ensures prompt delivery of urgent mail. โข Reviews compliance data regarding pouch rules, keeps abreast of national and international postal procedures and respective charges with UN agencies and bodies worldwide. โข Determines that items for pouching and mailing are properly sorted and handled and that customers are aware of best manner of dispatch. โข Performs other duties as required. Work ExperienceA minimum of ten years of experience in project coordination, facilities management, building management, engineering, architecture, or related area is required. The minimum years of relevant experience is reduced to eight for candidates who possess a first-level university degree or higher. Four years of experience with an international organization is desirable. Experience in dealing with procurement units, conducting United Nations technical evaluations, responding to agency service requests is desirable. Experience in space management, including space allocation and facilities planning is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English and Arabic is required. Knowledge of French is desirable.
