Under the overall supervision of the Global Thematic Specialist (GTS) for Humanitarian Response and Recovery (HRR), and under the direct supervision of the EU Liaison Officer (Humanitarian Response), the Senior EU Liaison Associate (Humanitarian Response) will contribute to IOMโs thematic engagement with the European Union (EU) regarding the IOM HRR portfolio. This position will support the GTS and EU Liaison Officer (Humanitarian Response) with the following functions: strategic engagement, technical support to regional and country offices; and knowledge management and learning. This includes technical assistance on resource mobilization, secondary review of EU-funded projects, donor compliance, and support to offices implementing EU-funded projects, capacity building for country offices and regional, and planning of field visits to support IOM-EU relations, project implementation, reporting and evaluation as required.ย ย

ย Technical Support to Regional and Country Officesย
Capacity Building: Support the EU Liaison Officerย in developing capacity building initiatives for CO and RO staff on EU engagement, advocacy, thematic priorities, and resource mobilisation as well as project development, implementation, reporting, and compliance for EU-funded programming related to humanitarian response.ย This includes dedicated duty travel to selected Country and Regional Offices as required.ย ย ย Thematic donor compliance: Under the supervision of theย EU Liaison Officer, support the provision of procedural guidance on humanitarian aid and civil protection to COs and ROs on humanitarian related EU priorities, and strategies to enhance programming and reporting for EU-funded projects.ย ย Programme review and submission:ย Support the secondary review of EU-funded projects, donor reporting, and tracking of EU-funded projects, in both central and decentralized funding models, as well as direct and indirect funding. Support COs in project cycle management processes of EU-funded projects via the European Commission Portal and provide administrative support to the HRR Unit.ย Resource mobilization and funding:ย Support the mapping and monitoring of thematically relevant EU funding instruments to share opportunities and calls for proposals for COs and ROs. As required, assist in liaising with relevant Offices on projects, policy issues and matters related to project development and resource mobilization for humanitarian response. Monitoring: Contribute to supporting COs and ROs in follow-up on EU-funded projects on emerging challenges, trends, opportunities, and risks.ยKnowledge Management and Learningย
Learning: Gather, disseminate, and support the implementation of lessons learned and good practices from evaluations, and implementation of EU-funded programmes. Perform any other duties as may be assigned.ย Education Bachelor's degree, or higher, inย International Relations, Political Science, Social Scienceย or a related field from an accredited academic institution with four (4) years of relevant professional experience; High school diploma from an accredited academic institution with six (6) years of relevant professional experience including direct experience with and exposure to the EU environment related to migration both in terms of liaison and resource mobilisation or administrative support.ย Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience At least 4 years of relevant professional experience in migration related work, with a focus on humanitarian response and recovery and / or relevant / related areas.ย Good understanding of EU migration policies (preferably in relation to humanitarian response and recovery), financial instruments, institutions, and decision-making mechanisms. Proven experience in supporting project development activities and project cycle management, and/or monitoring & evaluation in an international environment, if EU-funded projects distinct advantage. Exposure to liaison and engagement for policy, advocacy and resource mobilization purposes with EU institutions, Bodies and Agencies, UN agencies, national and international organizations, public authorities, donors, civil society, academic and/or research entities. Demonstrated experience in developing and delivering capacity building activities and knowledge management initiatives targeting different audiences. (If in relation to humanitarian response and recovery an advantage). Knowledge and experience in policy development and research is an advantage.ย ย Skills Knowledge of the EU, its structure and funding mechanisms.ย Knowledge of humanitarian response and recovery, migration EU-related policy.
