Senior Environmental and Social Officer (SESO) reports to the Chief Environmental Division. ResponsibilitiesUnder the supervision of the Chief Environmental Division, the Senior Environmental and Social Officer will develop, coordinate, and oversee the implementation of environmental, social, health, and safety guidelines, strategies, and training programs across all UNRWA fields, including Jordan, Lebanon, Syria, West Bank, and Gaza. , ensuring uniformity to UNRWA Environmental and Social Management Framework, and consistent application of best international practices, ensuring all activities align with the overarching Programmeโ€™s policies. 1. Strategic Development: - Develops, contributes to, and coordinates the creation of Agency-wide environmental and social management tools, manuals, and guidelines, including but not limited to the Environmental and Social Management Framework (ESMF) and contributes to the related strategies such as safety and environmental organization strategy for construction and maintenance Works. - Coordinates with Senior Staff at the Infrastructure and Camp Improvement Department (ICID) to ensure strategies, frameworks, and plans align with overarching Programme policies. - Develops/supports guidelines and instructions related to environmental factors, occupational health, safety, and labor conditions; develops reporting templates to facilitate internal and external reporting. - Monitors environment and climate change indicators relevant to Agency activities and contributes to the development of guidance and technical support materials. 2. Technical Support & Reviews: - Provides technical guidance and support in conducting environmental and social studies, including Environmental and Social Impact Assessment, Environmental and Social Management Plans, and Hazardous waste management plan. - Supports reporting and documentation on FICIPs projects in all Fields of operations. - Support development and review of environmental and social - related documents such as ESIAs, ESMPs, RAP, and SEPs - Monitors and evaluates, through revision of reports and site visits, as necessary, the fieldโ€™s environmental and social aspects to ensure adherence to guidelines and standards; develops standard templates to ensure clarity and consistency in the fieldโ€™s related activities. - Develops guidance for the screening of UNRWA projects for environmental impacts, considering risk ratings and vulnerabilities, in light of effective risk management. - Provides the required support on occupational and public health and safety considerations in fieldsโ€™ projects. Support the development and review of health and safety plans for all fields of operation. 3. Knowledge sharing and Capacity Building Designs - Implements, and/or contributes to training programs for UNRWA staff, focusing on topics related to environmental and social. - Conducts training sessions and workshops as necessary, emphasizing topics like occupational health, safety measures, and grievance mechanisms. -Maintains open communication with field ICIP relevant staff, ensuring a strong collaborative relationship and a consistent flow of information between headquarters and the fields. - Analyses and disseminate lessons learned and best practices from FICIP projects for knowledge sharing. 4. Compliance & Monitoring: - Oversee the compliance of all project activities with, UNRWA ESMF, and best international practices and guidelines for health and safety. - Assist in the determination of appropriate Environmental & Social (E&S) risks, classifications of projects, ensuring alignment with UNRWA ESMF and donorsโ€™ requirements. 5. Additional Duties: - Support or review terms of reference for feasibility studies, particularly focusing on environmental and social aspects for projects such as sanitation and waste management. Work ExperienceAt least 7 years of work experience in relevant field, preferably from construction /engineering with a focus on environmental, social, health and safety issues is required. Expert knowledge and practical experience in the field of environmental, social, health and safety, particularly in the application of national and international standards in construction, maintenance, and infrastructure projects is required. Experience in preparing Environmental and Social Impact Assessments studies (ESIAs), Environmental and Social Management Plans (ESMPs), Relocation ActionPlans (RAP), and Stakeholders Engagemt Plans (SEPs) is required. Advanced university degree in environmental sciences, environmental engineering, civil engineering or another related field, or a Bachelor in addition to 2 additional years of relevant work experience post acquiring the Bachelor degree is required.
