The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Overview of CHAIโ€™s Cancer Programs

Although there has been tremendous progress in improving survival from cancer in high income settings, cancer in lower income settings is characterized by missed opportunities for prevention, late presentation, low access to and availability of diagnosis and treatment, and poor treatment outcomes. Cervical cancer is preventable with vaccination and screening, but over 90% of cases occur in LMICs, where these services are not widely available. Delays in access to cancer care result in the majority of cases being in an advanced stage by the time treatment begins. In Sub-Saharan Africa, it is estimated that fewer than 5% of patients who need chemotherapy receive it, and more than half of the countries in the region have no radiotherapy at all. As a result, cancer patients in Africa are more than twice as likely to die of their diagnosis as those in the US.


CHAIโ€™s cancer programs aim to reduce the cancer mortality gap between high and low income settings and advance the goals of the global cervical cancer elimination agenda. The program comprises a portfolio of projects to strengthen health systems to prevent and treat cancer:

Cervical cancer: Screening and treatment of precancerous cervical lesionsBreast cancer: Strengthening systems for breast cancer diagnosis and care in Ethiopia; programs in development to identify new models of breast cancer diagnosis, leveraging innovative technologiesPediatric cancer: Strengthening systems for identification, referral, and support to pediatric cancer patientsAccess to treatment: Improving access to quality cancer medicines in partnership with suppliers, cancer treatment institutions, and governmentsInnovative medicines: Conducting demonstration projects to show the feasibility of innovative medicines introduction in Africa

Overall, this set of programs has achieved tremendous results to date:

With partners, screening over 1 million women for cervical cancer, achieving rates of over 90% linkage to treatment in many locations.Supporting the decentralization of cancer treatment in Ethiopia from 1 location in the capital to 14 sites around the country.Establishing the Cancer Access Partnership, which to date has reached over 4,500 patients with high quality medicines, catalyzing procurement in more than a dozen countries.

Beyond this existing work, there is tremendous scope for innovation, creative partnerships, and new approaches to close gaps in the cancer care cascade. The programs currently include 8 global team members and 13 CHAI country teams leading implementation.

Overview of the role

The role of Senior Director will guide the cancer programs towards increasing levels of impact. They will oversee a team of motivated, skilled, and experienced professionals at the global level who have ownership of various aspects of the program, and encourage their continued growth and professional development. They will develop relationships with external stakeholders in the cancer space, seeking to build new partnerships, identify new sources of funding, and align CHAIโ€™s work with the work of others. They will provide senior-level support to CHAI country leadership in navigating key strategic issues related to the program. They will ensure that grant management responsibilities are on track and identify opportunities to continually increase the impact of the available resources. They will oversee development of new program areas of work and grant proposals aligned to evidence-based best practices, new opportunities brought about by innovations, and the needs of CHAIโ€™s partner governments. They will also strategically communicate about the program to influence others in the sector to improve resource availability and use for cancer control.

We are seeking a highly motivated and experienced individual with strong leadership skills, expertise in resource-limited health systems, and firm commitment to contributing towards CHAIโ€™s strategic goals.

The candidate must be able to work independently and flexibly, prioritize across multiple workstreams, manage teams and provide senior leadership. The Senior Director, Global Cancer will report to the EVP for Noncommunicable Diseases and Vaccines. Travel is anticipated at 25% or less.

Responsibilities

Oversee the various workstreams in the global cancer programs, ensuring alignment with CHAI strategy and delivering for resultsSeek out and develop new partnerships and potential sources of fundingMaintain external relationships with existing partners and donorsOversee implementation of the current grant portfolio, ensuring delivery against targets and appropriate reporting and communicationsOversee a set of operational research projects, ensuring alignment with relevant ethical standards, programmatic objectives, and research qualityProvide senior level support to CHAI country leadership to advance key strategic priorities with Ministries of Health, such as increasing budget allocations for cancer medicinesRepresent CHAIโ€™s cancer program in external forums, to encourage movement towards evidence-based approaches that build on CHAIโ€™s experienceManage a high performing global team and support their professional developmentLiaise with expert teams and relevant program teams across CHAI to strengthen program design and deliveryOversee research, ideation, and concept development for new aspects of the program aligned to government priorities and programmatic needOversee the quality of proposals and technical deliverablesRepresent the program to CHAIโ€™s senior leadershipLead the communication and advocacy agenda, including identifying opportunities for sector influence and leadership towards transformational change

Qualifications

Masterโ€™s degree or equivalent academic degree in a relevant discipline such as health economics, health policy, business, or health systems.Fluency in written and spoken English.At least 12 years of relevant experience in health systems within the development context.Exceptional diplomatic and interpersonal skills and ability to build relationships.Ability to handle multiple work streams simultaneously, work independently and proactively manage the implementation of complex projects.Experience with team management and professional development.Experience with grant lifecycle management including proposal development, technical and financial reporting, and negotiation with donors.
