Expected duration18/04 to 16/10/2024 Duties and ResponsibilitiesUnder the direct supervision of the OGCCR Programme Management Officer, and under the overall guidance of the Representative for the GCC Region, the consultant will work to deliver the following tasks: โ€ข Develop and design a Masterโ€™s in international criminal justice LLM for NAUSS interregional centre of excellence. โ€ข Develop a study on trafficking in persons for the purpose of exploitative begging in Saudi Arabia. โ€ข Prepare and deliver a workshop on the role of lawyers in providing legal advice and assistance to victims of trafficking in persons for law firms / Bar Association in Saudi Arabia. โ€ข Prepare and deliver a workshop on procedures for the search, investigation, evidence collection, examination and interrogation targeted at criminal investigation officers of the Ministry of Interior in Saudi Arabia. โ€ข Develop an ethical code of conduct for companies to prevent forced labour in supply chains in Saudi Arabia. โ€ข Develop national legislation related to trafficking in persons and present the findings/recommendations at a roundtable meeting in the presence of representatives from relevant authorities in Saudi Arabia. โ€ข Prepare and deliver a workshop on preparing reports for labour inspection on trafficking in persons cases in Saudi Arabia. โ€ข Prepare and draft one concept note on the Compliance with International Standards on Combating Trafficking in Persons: The Framework of Providing Legislative Assistance to States by the UNODC for NAUSS interregional centre of excellence. โ€ข Develop a healthcare protocol for the identification and referral of TiP victims in hospitals and medical centres in Saudi Arabia. โ€ข Prepare and deliver a workshop on the procedures for dealing with cross-border groups in light of security and human rights conventions in Saudi Arabia. Qualifications/special skillsโ€ข An Advanced university degree (Masterโ€™s degree or equivalent) in the fields of law, criminology or other related social sciences is required. A first-level university degree in similar fields, in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. โ€ข At least ten (10) years of professional experience in the fields of crime prevention, law enforcement, prosecution, criminal justice, international relations, international criminal law and/or related areas is required. โ€ข Practical experience in conducting legal assessments and in delivering tailored training in the field of countering transnational organized crime, including TiP, is required. โ€ข Knowledge in the field of countering transnational organized crime, particularly the UNTOC and Protocols thereto, Islamic law, in addition to familiarity with the relevant Arab regional instruments, is required. โ€ข Experience in delivering training and/or technical assistance in the GCC and or the MENA region is desirable. Languagesโ€ข English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required.
