The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Country Program Overview


CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).

Every year over 300,000 mothers dies from complications of pregnancy and childbirth with 99% of all maternal deaths occurring in the developing world. Unintended pregnancies contribute significantly to maternal mortality. In developing countries, 214 million women and girls have an unmet need for contraception, meaning they want to avoid or postpone pregnancy but are not using a modern contraceptive method. CHAIโ€™s Sexual and Reproductive Health (SRH) approach to address these challenges begin with reaching adolescents with reproductive health education and services, and continues with supporting women through their reproductive years to ensure every woman is able to realize her reproductive intentions including: avoid unplanned pregnancy and sexually transmitted infections, terminate a pregnancy safely under a countryโ€™s legal framework, have a healthy pregnancy and childbirth, see her newborn thrive from birth to childhood, and space and limit births

Position Summary


This Senior Analyst will work alongside an Associate and 4 sub nationals such as Siem Reap, Preah Vihea, Koh Kong, and Pailin to focus on increasing the coverage and quality of public-sector delivery of birth spacing and safe abortion services. The Senior Analyst also will closely works with those Operation districts and Health Facilities to ensure the MA and FP commodity availability at health facilities for clientsโ€™ needs. In addition, the Senior Analyst will also support MCH PHD and OD to conduct the coaching to ensure providers have enough capacity to provide a good quality of services and strengthen data reporting in the public sector and consolidation of service data across public and private sectors, improving the project monitoring & evaluation (M&E).

Responsibilities

Support Associate and program manager in establishing CHAI ground operations at the provincial and district levels, including coordinating Memorandums of Understanding with provincial and district authorities and establishing field offices.Establish and maintain direct relationships with the PHDs/ODs and Health Center to improve sexual reproductive.Play the role of a key representative of CHAI at 4 sub-national provinces and other assigned province.Provide management and technical support to PHD, OD, and HC staff to implement NMCHCโ€™s SRH policies.Work with Associate and manager to implement a comprehensive, feasible M&E framework for CHAIโ€™s SRH program with NMCHC.Provide the necessary support to PHD, OD, and HC staff on service data consolidation, quantification, and procurement of SRH commodities, and strengthening of stock management at the district and facility level.Provide technical assistance to PHDs, ODs, HCs and RHs on mentorship programs, through mentoring sessions, supervisory visits, training workshops, etc.Take the lead to roll out program training at provincial levels such as Introduce new training and providing refresher training to facility-based health workers to provide comprehensive abortion care (CAC) post-abortion care (PAC), LARCs, and other key SRH services.Support the development of facility-level micro plans to improve availability and access to SRH information, education, and contraceptive methods for populations with high unmet needs, such as adolescent females and postpartum women.Work with associate and in collaboration with partners in supporting NMCHC on the strengthening of supportive supervision programs in the form of quality improvement or coaching for the health staff at facility-level.Support Associate to coordinate with other stakeholders to Support the demand generation activities at the community level as part of the SRH program.Facilitate access to data information at the provincial level and provide key updates.

Qualifications

Medical background in a related field with a minimum of 2-3 years of work experience in a demanding and fast-paced environment; candidates with a background in public health programs.Excellent interpersonal skills, and an ability to communicate effectively and build durable relationships with people of varied professional and cultural backgrounds.Ability to handle multiple tasks simultaneously, set priorities, and work well under pressure.Able to identify and comfortably pursue high-impact tactics in complex, uncertain, and continuously evolving environments.Strong analytical, problem-solving, and quantitative skills, and ability to use data to inform program development and strategy.Possess self-motivation and comfort working independently with little oversight.Ability to work with humility and not seek personal credit for the work or contributions; commitment to ensuring the government partner is the owner of our supported work.Proficiency in written and oral communication in Khmer.
