CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Background

Burkina Faso allocates a significant portion of its national budget to finance health services and has received support from a wide range of regional and global partners. The government has made efforts to improve coordination of these external funds to avoid duplication and to ensure that funding is sufficient and strategically distributed. It has set bold ambitions to improve the efficiency of resource management so that the available funds have an optimal impact on health. With the insecure situation in the north of the country, it has become increasingly essential to improve the way resources are prioritized, coordinated and used so that the health response at the sub-national level is more efficient and sustained throughout the country.

In light of these priorities, CHAI supports the government in its various health financing efforts. These include strengthening operational planning and budgeting systems for better prioritization of needs and improving resource management for greater efficiency, from the central level to primary health care facilities. The ultimate goal is to ensure that available resources are used effectively in primary health care facilities to improve the availability and use of services and improve patient health.

As part of this work, CHAI collaborates with the MoH of Burkina Faso, including at the central and peripheral levels, and has carried out a study on the free care sustainability and helped map the major strengths, weaknesses, challenges, and opportunities of the subnational operational planning process, that lead to inefficient use of domestic and external resources. As part of the next steps, CHAI will support the ST/RFS and Directorate General in charge of Strategic and Operational Planning (DGESS) through the Directorate in charge of Prospect and Operational Planning (DPPO).

To reach these objectives, CHAI is seeking a highly motivated candidate to contribute to the organizationโ€™s effort through the dedicated workstreams in support to the ST/RFS and DGESS.

Position

The ideal candidate will have outstanding analytical and problem-solving skills, good understanding of the subnational planning and budgeting process, and good project management capacities. They will be based in Ouagadougou and will interact with key stakeholders from the MoH including the ST/RFS and DGESS technical directorates and their other partners.

The ideal candidate will work as a member of the health system strengthening and financing team and will collaborate with the other teammates in their respective areas of work. The scope of work may include but is not limited to:

Support the implementation of primary healthcare provider payment mechanisms,Ensure effective implementation of the primary healthcare investment plan,Support the operational planning process strengthening.

The Senior Analyst must be fluent in French, with a good capacity in English and have excellent relationship development and communication skills particularly with key stakeholders from the Ministry of Health. They must be able to function independently with minimal supervision, have a strong commitment to excellence with a keen sense of detail, and report efficiently on the progress of the project.

Responsibilities

The senior analyst will benefit from the health system strengthening and financing team support, especially their direct supervisor to carry out the below responsibilities:

Support the Ministry of Health, especially the DGESS, in reviewing and validating the findings on challenges, weaknesses, and strengths of the current operational planning process and proposed solutions.Develop, based on these results, a revised process for future phases of operational planning, defining a timeline for their implementation. This includes changes requiring stakeholders to be engaged, tools to be used, and activities to be carried out. Contribute to the development of a realistic and well-prioritized roadmap for 2024 and beyond, to achieve an ideal operational planning process.Support the development of the sanitary map.Participate in workshops to review operational plans at the district level and in the mid-term monitoring-evaluation workshop with health districts (Q4 2023).Support in the development of policy briefs and other documents for health financing, particularly for the reform on provider payment mechanisms for primary health care.Conduct in-depth analyses to inform capitation, including: Identifying districts for capitation implementation;In-depth analysis of costs for different health services and medical treatments in selected districts;Estimation of the total resources needed based on various scenarios for capitation implementation, as well as calculation of the capitation rateSupport the development of presentations, reports, and other documents for internal and external stakeholders on health system strengthening in Burkina Faso.Collaborate with other CHAI teams to foster an integrated and cross-cutting approach.Other potential responsibilities assigned by the supervisor.

Qualifications

Bachelorโ€™s degree with minimum 5 years of experience; or a graduate degree with minimum 3 years of experience Proven experience in managing projects particularly around strategies for improving planning, budgeting, and implementation processes, preferably in the public health sector.Experience working with government institutions, contributing to the development of government strategy & policy is a plus.Good knowledge of Burkina Fasoโ€™s health system is a plus.Ability to think strategically, deal with ambiguity and work in a multicultural environment with limited structure.Affinity for information analysis and management, with strong analytical, problem-solving skills Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines.Entrepreneurial spirit, including the ability to work independently, be self-motivated and take initiative.Ability to learn quickly on the job and to absorb and synthesize a wide range of information.
