You'll contribute to ending world hunger by ...

Purpose: Supports the development and implementation of Action Against Hunger USAโ€™s advocacy to US government (USG) stakeholders focusing on the Administration and Congress, based on global, regional and country strategies and priorities from across the network; mobilizes resources to achieve advocacy objectives; expands learning, and drives organizational efforts to positively influence the policies and practice of USG stakeholders to achieve the organizationโ€™s goal of ending hunger.
Engagement: Advocates and builds partnerships with Non-Governmental Organizations (NGO), research and policy institutes, think tanks, and key Washington, DC-based groups and partners to positively influence US government policies and practices to end hunger and undernutrition.
Delivery: Supports the Chief Executive Officer to strengthen the Action Against Hungerโ€™s capacity to effectively influence the policies and practices of the US government to effectively address undernutrition and the underlying causes of hunger.

Key activities in your role will include

1. Support the planning, development, implementation, monitoring and evaluation of advocacy activities
in Washington, DC on behalf of the Action Against Hunger USA (50%)

Administration/Multilateral/NGO Coalitions/Other Advocacy:

Develop and implement an advocacy plan focusing on US government policy makers in line with Action Against Hungerโ€™s strategic priorities. Build alliances with nutrition, health, water sanitation and hygiene, food security and livelihoods, and disaster risk management NGOs and projects/initiatives in Washington, DC, to ensure inclusion of Action Against Hungerโ€™s priorities in collective advocacy initiatives. Assume leadership roles as appropriate within NGO coalitions and initiatives pertaining to Action Against Hunger programs and advocacy priorities. Provide analysis of stakeholders (targets, allies, influential policy makers, fora, working groups, etc.) in Washington, DC, as they relate to Action Against Hunger technical, thematic and operational priorities. Attend advocacy meetings on national and international level and provide verbal and written contributions to advocacy for and meetings in line with Action Against Hunger advocacy priorities. Whenever necessary, provide recommendations to the Action Against Hunger network on advocacy opportunities, advocacy messages based on the evidence and positioning generated by programs and research.

Design and execute congressional outreach plan annually, targeting key congressional offices and stakeholders to familiarize them with Action Against Hungerโ€™s mission and field work, educate them on our issues (including food security, nutrition, and WASH), and advocate for strong yearly appropriations funding. Draft and help pass key legislation in line with Action Against Hungerโ€™s priorities.

2. Develop and strengthen internal advocacy capacity of Action Against Hunger (15%)

Build the capacity of the Technical Services and Innovation, External Relations teams, etc. on US government influencing through the development of tools and guidance. Develop talking points, messaging, collateral materials, and maintain advocacy database. Provide ongoing strategic and tactical support to Action Against Hunger staff engaged in US government advocacy. Liaise with country programs to develop USG-focused country-specific advocacy strategies. Support the HEARO and the Technical Services and Innovation team to use technical approaches, research and program learning to influence the policies and practices of USG decision makers. In collaboration with the Business Development team, strengthen advocacy partnerships and identify advocacy funding opportunities. Participate in network processes to build the capacity of advocacy staff and facilitate advocacy activities. Provide regular feedback and analysis on meetings, workshops and seminars relevant to Action Against Hungerโ€™s strategic priorities, including reviews of new approaches to address the underlying causes of hunger. Liaise with the Communications/External Relations Team, providing advocacy messages and content appropriate for external audiences (through channels including social media, direct mail, etc.) Support the HEARO advocacy team to build the capacity of country programs to implement a robust influencing agenda.

3. Support robust accountability systems and build Action Against Hungerโ€™s reputation in Washington, DC
as a leader in the food and nutrition security space. (10%)

Ensure that Action Against Hunger is the โ€œgo toโ€ partner in the fight against hunger and undernutrition through the implementation of innovative and evidence-based advocacy initiatives. Ensure regular review and report on the implementation of Action Against Hunger- led advocacy activities feeding into priority work areas. Regularly evaluate the effectiveness of Action Against Hunger advocacy activities and initiatives.

4. Lead Together Against Hunger summit/event to connect with diverse partners to mobilize the wider public to end hunger (25%)

Responsible for coordinating and executing Together Against Hunger summit/event in conjunction with External Relations, Technical Services and Innovation teams, HEARO, and other key stakeholders. In conjunction with the Chief of Staff, support the Chief Executive Officerโ€™s engagement with the larger Action Against Hunger network membersโ€™ involvement, and budgetary support in executing Together Against Hunger summit/event. Responsible for the choice of venue, logistics, and coordination of all key processes to assure success of the summit/event. Responsible for stakeholder engagement particularly founding partners of Together Against Hunger to facilitate co-ownership of the summit/event. Assign responsibilities as necessary to other parts of the organization including a secretariat in the build up to the summit/event to assure success.

5. Serve as focal point for relevant network campaigns and special projects (as needed).

Lead the development of USG government-facing calls to action as part of Action Against Hunger global campaigns and initiativesโ€”including developing messaging, tactics and collateral materials.

Do you meet the profile required criteria?
Minimum Post-Graduate degree (Masterโ€™s Degree or higher preferred) in International Development, Public Policy, Public Health, Political Science, or similar. A minimum of 10 years previous work in public policy and advocacy and experience overseas with an international humanitarian and development organization. A minimum of 10 years policy or advocacy engagement with the public sector such as the USG, UN and other governments. Deep familiarity with the Administration and Congress and existing relationships with US stakeholders VIII. Experience developing and implementing multisectoral, evidence-based advocacy strategies; focusing on influencing US government policies and responses. Ability to represent the communities where we work with respect and humility. Good working relationships with stakeholders within USAID (BHA, Global Health, RFS), PRM and relevant geographic Bureaus, among others. Knowledge of food and nutrition security responses in fragile and conflict affected contexts. Experience developing and writing various advocacy products (policy briefs, reports, letters, talking points) Strong interpersonal skills and experience working with diverse teams. Experience building alliances and coalitions addressing global health, nutrition, food security and resilience. Excellent working knowledge of computer software, MS Office, including data management systems. Ability to provide effective evaluation and assessment of advocacy actions and initiatives. Ability to manage and prioritize competing demands. Ability to present clear ideas and arguments, providing distance support, training and influence. Flexible, adaptable, curious, dynamic and enthusiastic team builder. Ability to provide and receive feedback. Proactive and takes initiative. Exceptional written and spoken English. Required eligibility to work in the US.
