Org. Setting and ReportingThis position is located within the Operational Planning Service (OPS) under the Division for Special Activities (DSA) of the Department of Operational Support (DOS) and will be based in New York. DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn. The focus of this job is to lead DOS response in operational support during start-up, surge, transition and liquidation. The Senior Administrative Officer will report to the Chief of Service. ResponsibilitiesWithin delegated authority, the Senior Administrative Officer will be responsible for the following duties: โ€ข Leads and coordinates the implementation of the client entityโ€™s mandate by providing the necessary logistical and administrative operational advisory services required for the fulfillment of the mandate, including such areas as budget, finance, human resources management, general services, logistics, etc. during start-up, surge, transition or liquidation of an entity. โ€ข Acts as an adviser to the Head of Entity/Administration on all matters pertaining to administrative and technical support during start-up, surge, transition or liquidation of an entity. โ€ข Plans, organizes, implements, manages and oversees the activities of all logistical and administrative support operations. โ€ข Provides effective advisory service for the management of human, financial and material resources of the client entity. โ€ข Liaises, negotiates and coordinates with national authorities with respect to administrative and logistical matters at headquarter level as required. โ€ข Ensures cooperation and integration of administrative and logistical resources with military, civilian police and other substantive elements of the client entity as required. โ€ข Ensures development, preparation, coordination and monitoring of overall work plans, strategies and programs for the administrative and logistical support activities of the client entity and coordinates advisory support for the required human and financial resources for the client entity. โ€ข Provides input to policies, procedures practices, standards and tools that are consistent with UN policy and practice in order to ensure proper budget, accounting, financial and human resources management and control during start-up, surge, transition or liquidation of an entity. โ€ข Provides guidance, support and supervision to senior administrative and logistical support staff, audit and evaluation services as appropriate. โ€ข Provides guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility. โ€ข Performs related duties as may be required by the Chief of Service. EducationAn Advanced university degree (Masterโ€™s degree or equivalent degree) in business or public administration, finance, human resources, logistics, accounting, or related area is required. Work Experienceโ€ข A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources, logistics, or related field is required. โ€ข A minimum of five years of experience in an international organization in operational support, field administration or logistics planning is required. โ€ข A minimum of two years of experience in a field setting (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organization including non-governmental organizations is required. โ€ข Experience at the headquarters of an international organization in operational support, field administration or logistics planning is desirable. โ€ข Experience in the start-up, drawdown or crisis management of a field entity in an operational support area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
