Org. Setting and ReportingThis position is located in the Finance Section (FS), in the Executive Office (EO) within the Headquarters Client Support Service (HQCSS), in the Division of Administration (DA), in the Department of Operational Support (DOS) in New York. The Headquarters Client Support Service provides administrative support services in the areas of human resources, budget and finance and general administration to the Department of Operational Support (DOS), to the Office of Information and Communication Technology (OICT) and 17 other entities in New York that do not have a dedicated executive office. The Senior Administrative Assistant reports to the Administrative Officer in the FS/HQCSS. ResponsibilitiesThe position encompasses various functional specialties in budgetary and financial management and general administration. The Senior Administrative Assistant reports to the Administrative Officer in HQCSS/EO-FS and within delegated authority, will be responsible for the following duties: Budget and Finance โ€ข Acts as Certifying Officer on behalf of and in the absence of programme managers for DOS and client entities. โ€ข Provides guidance/advice and answers general queries to client entities regarding certification requirements, including travel requests/expense reports. โ€ข Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. โ€ข Analyses accounting transactions and claims for travel, invoices, entitlements, etc. Makes recommendations to the Chief of the Section on appropriate follow-up procedures. โ€ข Coordinates the submission, implementation, monitoring and reporting of resources related to upgrading of substantive and technical skills training activities for DOS. โ€ข Assists in monitoring programmes and resources across budgets, trust funds, grants and other funds on a regular basis, and suggests reallocations of resources and implements the reallocations as necessary. โ€ข Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects. โ€ข Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. โ€ข Uses business intelligence and data analytics to extract, analyze and model data. Human Resources Management โ€ข Coordinates various actions related to the administration of the unitโ€™s human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. Liaises with central administration/executive services as required. General Administration โ€ข Provides guidance and training to clients in the areas of responsibility. โ€ข Provides assistance in reviewing financial agreements or contributions for other activities as appropriate. โ€ข Identifies and resolves diverse issues/problems as they arise, and determines appropriate actions. โ€ข Performs other related administrative duties, as required (e.g., operational travel programmes for staff and non-staff (i.e. member state representatives and meeting participants, etc.) , monitoring accounts and payment to vendors and individual contractors for services. Work Experienceโ€ข A minimum of ten (10) years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first level University degree. โ€ข Experience in cost plans, budget formulation, financial monitoring, accounting, financial reporting is required. โ€ข Experience working in the United Nations Common System or comparable international organization is desirable. โ€ข Working experience in travel processes, payment of vendors and/or procurement is desirable. โ€ข Experience using ERP financial modules such as CO (Controlling), FM (Fund management), FI (Financial Accounting) and GM (Grant management) is desirable. โ€ข Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is desirable.
