Background

SOC is established to support the safety and security of personnel, premises, assets and operations working for the United Nations Security Management System (UNSMS). ย SOC operates on 24/7 basis. ย SOC monitors, facilitates and coordinates the data and voice communications and applications using the Security Communications System (SCS).

Other responsibilities include monitoring the available channels of early warnings, e.g. mass media or surveillance capabilities, facilitating interaction with security interlocutors/ emergency response structures of Government of Iraq, maintaining administrative data supporting security communications, such as aggregating contact data for UNSMS personnel, offices, vehicles, and emergency services. ย SOC supports UNSMS crisis coordination and response effort.

This position is located in the UNDSS office in Baghdad / Iraq, locally administered by the UNDP and is financed by the Local Cost-Shared Security Budget ย to support all the above, with specific focus on the facilitation of the interaction with GoI security counterparts, such as National Operations Centre (NOC), responsible for providing clearances of different activities and movements, providing Iraqi Security Forces (ISF) escorts for UN operations and movements across Iraq, as applicable.

Duties and Responsibilities

Operational:ย ย 

Security Opeational Support, including liaison and coordination of matters relating to UN personnel on mission.

  • Liaise and coordinate with local authorities/security apparatus for authorizations and approvals for UN staff missions/movements; liaison and coordination with local Airport authorities to facilitate access to restricted areas, such as UNAMI air terminal/FSB and visits of Senior UN Officials
  • Liaise and Coordination with UNCT SFPs for National Operations Centre (NOC) clearances and Iraqi Security Foreces (ISF) escortsย 
  • Submit all UN vehicle details for approval from Government allowing UN vehicles unimpeded access including to restricted area, on time.

    Maintaining an enabling secure environment for the facilitation and conduct of UN operations and program delivery.

    • Receives, transmits or relays security and safety messages and information on behalf of the Designated Official/Area Security Coordinator/Senior Security Personnel (as applicable) via all identified means of communication to personnel.
    • Escalates situation upon receipt of notifications of security and safety incidents via the appropriate and defined channels for follow-up and support.
    • Monitors the movement of field missions, using the SCS and Vehicle Tracking System (VTS), as defined by the Security Risk Management (SRM) process and appropriate local standard operating procedures (SOPs);
    • Report immediately to the Head of SOC or Officer in charge of the SOC and to the affected AFP Security in the event tracking device panic button is activated.

      Maintaining and updating database for staff information and presenting reports when needed.

      • Maintains the contact and residence details of all UNSMS personnel and their eligible dependents (and if applicable contact details of NGOs and implementing partners), and the contact details of premises and vehicles.
      • Maintains the UN warden lists.ย 
      • Maintains the contact details of the response team emergency services and support structures of host government, local authorities and contracted private security companies; direct personnel to the nearest one during times of security or safety incidents.
      • Maintains records and logs of actions and communications undertaken to support security or safety incidents or any other critical communications.
      • Prepares and submits reports, as directed by the most senior security professional.
