Background Information - Job-specific
The Security Associate works under the guidance and supervision of the Senior Security Associate, within the Support Services team and in close coordination with the Programme Managers and the office management team. S/he provides a comprehensive range of specialized and administrative support services for the management of security and safety operations. The Security Associate promotes a client-oriented approach consistent with UNOPS rules and regulations and UN Security Management System policies. S/he is responsible for resolving security related issues and information exchange in a timely fashion.

Technical Support servicesConducts routine security assessments and prepare summaries and recommendations; Accordance with UNOPS Health, Safety and environment Plan, as well as local Security plan and SRM preventive/ mitigation measures for UNOPS offices / site offices and assets;
Gathers, researches, verifies, and updates security information and data required for:
Proper analysis of the security situation, including preparedness and risks.
The development of the Security Plan and the Self-Assessment Programme for the mandatory mitigation measures.
Maintains staff lists, and information related to UNOPS offices, residences, project sites, focal points, and the warden system for implementation of the Office /Operationsโ Security Plan;
Disseminates, relays, exchanges and communicates information regarding the security situation in the country or areas of responsibility
Report to office or field sites / missions on a routine or Ad-hoc basis, and be ready to work in emergencies/ crisis on different working hours and extra shifts as needed.
Provides support, and follows up on the compliance/ implementation of office and personnel Security measures according to the local areas SRM and Ad Hoc SRM for the local areas and facility security . Same support is required for Residual Security Measures for international personne / visitors;
Compiles and tabulates the results of questionnaires and data to support the monitoring of compliance with the required security mitigation measures established at the duty station
Documents and supports the reporting of security incidents affecting UN staff, offices and assets.
Represents UNOPS at Security cell meetings and Area Security Management Team when required, updates UNOPS management in Gaza and Jerusalem accordingly and follows up all minutes / recommendations or actions required by ASMT. Records matters arising and provides routine information to clients.
Undertakes routine follow up action on security issues on behalf of the supervisor and informs supervisor of status.
Administratively supports the organization of training courses on security awareness and preparedness, and may participate as a resource.
Conducts basic elements of security briefings to newly arrived staff, as required.
Provides guidance and advice to Gaza personnel on routine security procedures, communication channels, and focal points as guided and advised by SSA or independently in emergencies and during poor communications or disconnection with the Jerusalem office or local UNDSS office.
Support local and international personnel's accommodation security and safety with needed assessments/ coordination by UNDSS or Access cell. To be proactive and creative by supporting staff during escalated security conditions and with very limited resources on the ground.
Administers security-clearance processes including requests for compound access.
Work closely with UNDSS and assists UNDSS in performing their overall coordination role providing information and support on issues related to UNOPS.
Assist SSA in all related security requirements when requested for Jerusalem / West Bank / Israel and Gaza.
Provides general administrative services for the work area, managing the information flow, following up on the timeliness of responses for initiatives, correspondence, and queries, with internal and external stakeholders, including Security Focal Points of UN agencies and The UN Department of Safety and Security (UNDSS).
Organizes meetings and briefings, arranges appointments, receives visitors, places and screens telecommunications, answering queries with discretion, and takes minutes and/or notes at meetings as directed by supervisors.
Provide logistical support to SSA and Assets controller in Jerusalem office including inventory management, issuance of security equipment and database updates.
Prepares reports, tables, databases, charts, etc., applying technical skills and knowledge in formatting.
Facilitates emergency communications by operating specialized data-communication equipment.
Maintains routine and confidential correspondence files / documents, ensuring the security of data and other sensitive information.
Prepare all security requirements for UNOPS personnel, assets including official vehicles and be able to serve personnelโs safety and security by coordinating with local DSS/ official authorities and local community parties
Team ManagementFacilitates the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
Provides oversight, ensuring compliance by team members with existing policies and best practices.
Liaise and follow up with 3rd Party contractors security focal point and required support for maintaining on an approved level of safety and security by 3rd party entity that serves UNOPS office in Gaza.
Follow up security team or 3rd party contracted security team services and manage all administrative requirements including the rostering, attendance and leave plans of the security guards.
Knowledge building and knowledge sharingOrganizes, facilitates and/or delivers training and learning initiatives for personnel on procurement
Provides sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices in procurement.
Collects feedback, ideas, and internal knowledge about processes and best practices and utilize productively.
The effective and successful achievement of results by the Security Associate affects the overall efficiency of the relevant business unit in relation to security matters, compliance with the UN Security Management System policies, guidelines and advisories, and the effective delivery of programmes and projects. Timely and accountable delivery of services, contributes to improved safety and security for UNOPS personnel and assets. This promotes the image of the office and enhances UNOPSโ competitive position as a partner of choice in sustainable development and project services in the country/region served.
Education/Experience/Language requirementsEducation
Completion of secondary school is required. First University Degree in Business Administration, Public Administration, or equivalent disciplines is desirable but not required. Relevant certification in security related studies is a distinct advantage.
Experience
A minimum of six years of relevant experience in security or operationsโ services is required in national or international, public or corporate organizations, including in the following areas: Incident reporting, security administration support, security communication, telecommunication and warden system. Field security experience with UN agency international NGOs with responsibilities for responding to emergency situations that directly impact staff and assets security is required. Prior experience in the Field Security Management, including missions preparations and convoys, SUNO missions with the UN system or international NGOs is desirable. Experience in computers and office software packages (google suite), and experience in handling web-based management systems is required. Fluency in typing and preparing security reports in English is required.Language Requirements
