RFP-001-ECHO Registration: Registering both Project HOPE (registered in USA) and FUNDACJA PROJECT HOPE POLSKA (registered in Poland) to ECHO.

About the Requested Services, this tender is divided into 2 lots:

1. Lot1: Project HOPE People-to-People Foundation Inc (registered in USA) is looking for Consultants and/or Consulting Agencies, to:

• Qualified consultant/agency to assist in preparing above mentioned legal entities for becoming a Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO). The consultant will play a crucial role in ensuring compliance with and collection of required documentation in line with EU ECHO guidelines, establishing the robust positioning strategy for potential partnership with humanitarian aid actors at European Commission and EU Member States level and developing successful application at APPEL system.
• Provide compliance check and further lead registration process till obtaining status of ECHO Eligible partner either by Project HOPE US head office or its branches in Ukraine or Moldova.
• The main deliverable of this Lot is the Fact of registration being approved. Project HOPE People-to-people Foundation Inc and/or its representative branch is being registered as Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO).
• The Intermediate Deliverables of this Lot are:

1. Assessment Report on a Current state of Project HOPE People-to-people Foundation Inc and/or its representative branch being eligible for registration Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO) indicating proposed pathways towards obtaining registration.
2. Registration Roadmap: Step by step action plan with deadlines, clear assignments, progress tracking tables for getting registered as Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO)
3. Requirement tracker: Create a requirement tracker to fulfil by Project HOPE to control and ensure meeting requirements.

• Travelling to Project HOPE office will be required.
• Project HOPE is covering the cost of transportation (flights and local travels), and accommodation (these prices should not be included in your offer).
• The lead time for finishing these services is 12 months.

1. Lot2: Separate Legal Entity FUNDACJA PROJECT HOPE POLSKA (registered in Poland) is looking for Consultants and/or Consulting Agencies, to:

• Qualified consultant/agency to assist in preparing above mentioned legal entities for becoming a Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO). The consultant will play a crucial role in ensuring compliance with and collection of required documentation in line with EU ECHO guidelines, establishing the robust positioning strategy for potential partnership with humanitarian aid actors at European Commission and EU Member States level and developing successful application at APPEL system.

• The main deliverable of this Lot is the Fact of registration being approved. Fundacja Project HOPE Polska is being registered Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO)
• The first Intermediate Deliverables of this Lot are:

1. Assessment Report on a Current state of Project HOPE Polska being eligible for registration Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO) indicating what has already been done towards obtaining registration.
2. Registration Roadmap: Step by step action plan with deadlines, clear assignments, and progress tracking tables for getting registered as Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO)
3. Requirement tracker: Create a requirement tracker to fulfil by Project HOPE to control and ensure meeting requirements during 3-year process.

• The second Intermediate Deliverables of this Lot are:

1. 1. Assessment Report on a Current state of Project HOPE Polska being eligible for registration Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO) indicating the requirements fulfilled (implemented).
2. 1. Report on the implementation of the Registration Roadmap and progress tracking tables for getting registered as Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO)
3. 1. Achieving full readiness for an audit for registration

• The third Intermediate Deliverables of this Lot are:

1. Assessment Report on a Current state of Project HOPE Polska being eligible for registration Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO) indicating the requirements fulfilled (implemented).

2. Report on the implementation of the Registration Roadmap and progress tracking tables for getting registered as Framework Partnership Agreement (FPA) partner with the European Civil Protection and Humanitarian Aid Operations (EU ECHO)

3. Fact of registration being approved.

• Travelling to Project HOPE office will be required.
• Project HOPE is covering the cost of transportation (flights and local travels), and accommodation (these prices should not be included in your offer).
• The maximum timeline for service delivery is 36 months.
