Work LocationRemote, homebased Expected duration6 months Duties and ResponsibilitiesAs countries scale up climate action and implement policies aimed at reducing greenhouse gas emissions, these response measures can unintentionally generate adverse social and economic effectsโ€”particularly for vulnerable communities, sectors, and workers. Recognizing this, Article 4, paragraph 15 of the Paris Agreement calls on Parties to consider the concerns of those most affected by the impacts of response measures. In addition, Article 13 underscores the importance of enhanced transparency, including in relation to the impacts of such measures. At COP29, Parties acknowledged the need to move beyond fragmented and ad-hoc reporting toward more systematic, government-led, and institutionalized approaches for tracking and communicating national progress. Within this context, monitoring the implementation and socio-economic impacts of national response measures has become a critical component of a comprehensive transparency framework. Doing so allows countries to assess policy effectiveness, address gaps, strengthen policy coherence, and support the development of more equitable and ambitious Nationally Determined Contributions (NDCs). However, despite this growing recognition, many developing countries face capacity constraints and lack the tools, institutional frameworks, or data systems needed to assess and report on the impacts of response measures in a consistent and meaningful manner. These limitations hinder their ability to evaluate whether climate policies are not only effective but also just and aligned with broader sustainable development objectives. The Capacity-building Initiative for Transparency โ€“ Global Support Programme (CBIT-GSP) plays a pivotal role in enhancing the institutional and technical capacities of developing countries to meet the reporting requirements under the Enhanced Transparency Framework (ETF) of the Paris Agreement. As countries transition to the ETF, they face growing demands to track, assess, and report on the implementation and impacts of their climate policies, including the effects of response measures. This guide aims to support national experts and institutions in understanding the concept of response measures, identifying related impacts, and applying available tools and methodologies to assess, analyze, and report these impacts effectively in the Biennial Transparency Reports (BTRs). The guide will be developed in collaboration with national stakeholders and build on existing resources and country experiences, while addressing practical challenges encountered by Parties in integrating response measures into their transparency frameworks. To this end, CBIT-GSP seeks a qualified Response Measures Expert to lead the technical development of the guide, incorporating feedback from partner countries and ensuring alignment with ETF modalities and UNFCCC guidance. Purpose and Scope of Assignment โ— Conduct a comprehensive desk review of publications, reports, methodologies, existing guidance and other relevant documents on climate change response measures, economic diversification and the social impacts of climate policies to build on existing work and avoid duplication of efforts. โ— Prepare a synthesis report based on the comprehensive desk review, taking into account that economies of certain countries are strongly affected by mitigation policies. โ— Analyse of social and economic consequences of the implementation of climate response measures through stakeholder consultations. โ— Identify developing countriesโ€™ needs and current practices in addressing response measure impacts. โ— Engage with stakeholders and conduct interviews with key representatives from countries or international institutions analysing the social and economic implications of climate response measures. โ— Identify and compile existing regional and national socio-economic data sources that can support response measure impact analysis. โ— Address the needs identified by drafting and developing the guidance document on tracking progress of domestic policies and measures to address the social and economic consequences of response measures, including its outline, structure and content. โ— Address review comments received through internal and external review and prepare a final draft guide. โ— Provide structural guidance on how to define indicators, data requirements and how to track and report domestic policies addressing social/economic consequences of response measures through developing the final document, including a user-friendly reporting template to support countries in documenting and monitoring policies addressing impacts of response measures in their BTRs. โ— Disseminate of the final guidance document through a launch event, dissemination webinars and a training. One key activity of the CBIT-GSP project is the development of guidance documents for countries on relevant topics related to Article 13. In this context, CBIT-GSP plans to develop a guidance document to countries on how to assess and report the social and economic impacts of climate response measures, supporting a just and inclusive transition. This document is aimed at strengthening countriesโ€™ reporting under the Enhanced Transparency Framework (ETF) by providing structural guidance on related reporting requirements. Moreover, the document is sought to enhance the Nationally Determined Contributions (NDCs) ambitions of countries, eventually leading to improved climate policymaking. Monitoring and Progress Controls The review and approval of the deliverables of the contractor will be used to monitor and control the progress. A first-level university degree with a relevant combination of academic qualifications and two years of additional experience related to the nature of the position may be accepted in lieu of an advanced university degree. Minimum 5 years of experience (or more depending on academic credentials) in working with climate and economic policy analysis. Past experience in creating topic-related publications is desirable.
