Result of ServiceInception report (including detailed methodology and workplan) Draft assessment report (including preliminary findings and field insights) Final report (integrating comments and including actionable recommendations) Presentation of key findings to UNRWA HQ and field stakeholders Draft manuscript for publication in a peer-reviewed journal Work LocationAmman Expected durationAugust-Dec. 2025 Duties and ResponsibilitiesIn accordance with established Agency policy and procedures, the incumbent will be responsible for the following tasks โ€ข To assess the effectiveness, relevance, and adaptability of UNRWAโ€™s health response to the Gaza war and the evolving situation in the West Bank. โ€ข To document operational changes in service delivery models, resource allocation, and health workforce deployment during the emergency. โ€ข To identify key challenges, good practices, and lessons learned across both fields. โ€ข To provide evidence-based recommendations for strengthening emergency preparedness and response within the UNRWA health programme. The consultant will; 1. Conduct a desk review of key documents, including emergency response plans, operational reports, slide decks, monitoring data and relevant communications 2. Develop a research methodology in consultation with the UNRWA Health Department 3. Conduct data analysis, key informant interviews and/or focus groups with health staff, management and relevant stakeholders in UNRWA fields of operation. 4. Analysis findings to identify operational capacity and effectiveness of the health programme during the emergency, the decision making and coordination mechanisms used, gaps in health service provision and its implementation, adaptations and innovations implemented during the response 5. Draft a report, including findings, conclusions and practical actionable recommendations. 6. Draft a manuscript based on the findings of the assessment to a peer-reviewed journal Qualifications/special skills1. An advanced university degree (masterโ€™s degree or Higher) in fields such as Public Health, Epidemiology ,Health Systems, Medicine, or other relevant fields of study from a recognized institution. 2. A minimum of 7 years of progressively relevant professional experience in the field of health programme evaluation or humanitarian health programming. 3. Proven experience in conducting assessments or evaluations in emergencies or conflict setting. Please provide references for publication in your motivation letter. 4. Experience in research development and analysis on health systems functioning in humanitarian contexts 5. Strong command of data analysis tools (e.g., STATA, SPSS, R) 6. Experience in conducting and analysis qualitative research using NVivo or other tools 7. Outstanding communication skills, with excellent command of spoken and written English. LanguagesEnglish & Arabic Additional Information1. Working experience with an international organization is desirable. 2. Working experience in the Middle East region. Especially, a comprehensive understanding of the Palestine refugeeโ€™s context at the global, regional and country level is desired. 3. Knowledge of the UN system, or internal communications in large organizations. 4. Arabic language is preferred 5.
