Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as \"green growth\", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

PROJECT BACKGROUND

The Republic of Korea (ROK) has made efforts and contributions to demonstrate international leadership in tackling climate change. In May 2021, ROK hosted the ‘Partnering for Green Growth and the Global Goals (P4G) Summit’, highlighting the importance of public-private partnerships in various areas, including climate action.

During the COP26 summit, the ROK announced its commitment to cut greenhouse gas emissions by 40 percent from 2018 levels by 2030 as part of its efforts to achieve carbon neutrality by 2050. In that regard, the ROK government pledged to expand the overseas development assistance (ODA) and fund green energy projects, and help developing nations’ efforts to tackle climate change and pursue green growth. The “Green ODA Flagship Project Development” (the “Project”) has stemmed in pursuit of the ROK government. The Project, funded by the Korea International Cooperation Agency (KOICA), aims to achieve the following priorities:

Support partner countries’ green transition by increasing the share of green ODA above the OECD average by 2025 and excavating flagship projects tailored to partner countries; Support Green ODA by leading global discussions and initiatives on green ODA, enhancing ROK’s leadership on the issue, increasing contributions to green-related international organizations, including the Green Climate Fund and the Global Green Growth Institute;

Recently, KOICA and GGGI have signed an agreement to initiate the Project, which will be carried out until October 31, 2022. GGGI will take the lead in developing a Synthesis Report and Project Concept Papers (PCPs) for three countries in Fiji, Mongolia, and Peru.

OBJECTIVES OF THE ASSIGNMENT

The Consultant will support the implementation of the ROK’s Green ODA strategy by identifying target countries’ Green ODA needs and providing possible project ideas based on the countries’ needs. The identified country ODA needs will support the expansion of KOICA’s green ODA project portfolio. The Consultant will work closely with KOICA and GGGI HQ and the country offices located in Fiji, Mongolia, and Peru. The Consultant will support and deliver a synthesis report that will cover a literature review of target countries’ national policies and strategies on green ODA, needs assessment, and possible ODA project ideas, resulting from the report. The Consultant will have to meet the deadlines for the requested deliverables indicated in the agreement between KOICA and GGGI.

The Final Synthesis report must be approved by the GGGI with the agreement of KOICA. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

Total fee: up to USD 18,200 depending on the candidate’s credentials

EXPERTISE REQUIRED

The professional must present her or himself as an individual (not as part of a company or a legal person), and shall comply with the following requirements:

At least 4 years of relevant professional experience; An advanced university degree (Master’s degree or equivalent) in Climate Change, International Relations, Environmental Studies, International Development/Affairs, or related areas; Strong analytical skills and experience in developing technical reports – undertaking research, primary and secondary data collection, analysis, and report writing; Ability to work/deliver independently with minimal supervision; Good interpersonal skills, ability to work collaboratively with colleagues from diverse cultural backgrounds; Excellent English and Korean communication and writing skills in the field of green ODA Proficiency in standard Microsoft Office and Hangul Office; and Experience in International Organizations, development agencies, government, private sector, or non-profit sector.
