The project aims to enhance the capacities of government officials and policymakers working in statistics, energy, and GIS-active research centres on using digital and geospatial tools to map and monitor solar energy data, review data snapshots and baselines, and generate KPIs to strengthen data-driven analysis and improve evidence-based policymaking for climate action and socio-economic resilience. Duties and responsibilities Under the overall supervision of the Leader of the Climate Change and Natural Resources Sustainability Cluster, the regional consultant will report directly to the Project Coordinator and be responsible for the following overall duties linked to the outcomes and outputs of the project document, namely: ๏€ญ Prepare a policy and technical capacity assessment report (in English) ๏€ญ Develop an outline and table of contents for the report (1-2 pages). ๏€ญ Contribute to the development, dissemination, and response analysis of an ESCWA-administered survey that will assess the quality and accessibility of statistical and geospatial databases related to renewable and solar energy; evaluate the availability of human and technology resources pertaining to the use of GIS tools, satellite imagery, artificial intelligence, and remote sensing for solar energy access applications; and in turn identify the pertinent human capacity and technical readiness capacity gaps. ๏€ญ Conduct interviews with relevant stakeholders to complement the data and information already at hand which should include energy balance, electricity mix, and share of renewable energy to identify gaps and opportunities and gauge national alignment with SDG7, national energy policies and climate commitments. ๏€ญ Prepare and submit a report (30-35 pages) that includes for each ESCWA member State: o key findings on the quality and accessibility of statistical and geospatial databases related to renewable and solar energy and recommendations to address the identified human capacity and technical readiness capacity gaps. o key findings and recommendations on policy opportunities and enhancements that address energy access and poverty through a variety of innovative tools and programs and data-driven processes. ๏€ญ Prepare the final report (35-40 pages) based on the outline and table of contents, the workshopโ€™s report, the collected data and information, and ESCWAโ€™s feedback and comments. ๏€ญ Prepare a PowerPoint presentation covering the policy assessment reportโ€™s findings and recommendations. Support the organization of a regional consultation workshop ๏€ญ Substantively contribute to the preparation of the workshopโ€™s info note and agenda. ๏€ญ Assist in the organization and conduct of the workshop. ๏€ญ Prepare the workshop report (in English). Qualifications/special skillsA masterโ€™s degree or higher degree relevant to renewable energy, energy engineering, and/or geographic information systems (GIS) is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of technical and policy work experience in sustainable energy and/or renewable energy in the Arab region is required. Knowledge of fundamentals of Earth Observation Data from Satellite Images to Remote Sensing and related GIS-related applications is desired. Knowledge and experience of policy and technical aspects of renewable energy, solar energy, and related socio-economic and environmental statistics in the Arab region. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required.
