The Position:

The Regional Programme Coordination Advisor heads the Programme Coordination Unit (PCU) and oversees the regional programming functions related to strategic planning and quality implementation in line with the Regional Programme Action Plans and UNFPA Strategic Plans. She/he coordinates the process of developing quality regional and country programmes that prioritize acceleration towards the corporate transformative results, Sustainable Development Goals, ICPD Programme of Action and related Regional and Continental frameworks. S/he also facilitates programme management and related programming functions in line with policies, procedures, and quality standards. This includes strategic foresight, futures thinking on risk-informed programming approaches, analysis of emerging programming issues, context-specific trends, leveraging opportunities across the UN system and external programming landscape, to mention a few. S/he is also part of a team providing integrated programme and technical support across the region, and in a coordinated way to ensure improved programme performance towards achieving measurable results. She/he also fosters collaboration across regional and global levels, in particular the Policy and Strategy Division of UNFPA, while also collaborating across business units to ensure responsive, effective, efficient quality programming in the ESA region.

S/he will report directly to the Deputy Regional Director, who provides overall oversight, direction and strategic guidance for the regional programme.

Job Purpose:

The Regional Programme Coordination Adviser will deliver on the primary functions of coordination of all regional programming functions; coordination of country programme development processes; leadership on capacity development activities geared towards strengthening efficiency and effectiveness of programming; and advancing learning and knowledge exchange required for risk-informed programming that are also future fit. The position will cover the underlisted primary functions:

Strategic programme support to ensure effective management and implementation of the regional programme Capacity Development, Learning and Knowledge Exchange for programming excellence Programme Development and Quality Assurance Support to Country Offices Programme Performance through integrated technical and programme support Agile Leadership

Qualifications and Experience Required:

Education:

Advanced university degree in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related fields.

Knowledge and Experience:

10 years of increasingly responsible professional experience in development programmes of which seven (7) years at international level.. Substantive knowledge and practical experience in population, sexual and reproductive health, and gender programming. Strong track record of leadership and proven ability to produce demonstrable results. Strong experience with United Nations programming. Proven experience in managing programme funds. Ability to effectively handle multiple tasks without compromising quality, team spirit and positive working relationships. Cultural sensitivity, inter-personal skills and ability to work effectively under pressure. Field experience would be a strong asset.

Languages:

Fluency in English is required. Working knowledge of French/Portuguese would be an asset.
