The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional INGO Advocacy Forum Coordinator for Latin America.ย Through strategic planning, information analysis and sharing, the job holder will be responsible of implementing and coordinating the advocacy work of the INGO regional advocacy group โLAC RMD Coalitionโ. The role also entails representing the Coalition in regional and international forums.
What you will do
- Develop and implement the Coalitionโs advocacy strategy and joint work plan.
- Strengthen strategic relationships with national and regional authorities, UN agencies, donors, embassies, NGOs, and civil society organizations.
- Facilitate and coordinate meetings, ensuring actionable follow-ups.ย
- Represent Coalition positions in engagements with key stakeholders and donors.
- Gather and analyze data to draft advocacy materials and key messages.ย
- Ensure timely information sharing on humanitarian needs and situational analysis among members.ย
- Collaborate with regional platforms to exchange information, share evidence-based reports, and coordinate multi-sectoral efforts.

What you will bring
- Minimum five years of experience in similar roles within complex and volatile contexts.ย
- Proven expertise in advocacy and coordination at regional and international levels.ย
- Spanish is the working language and fluency in English is also required (C1-C2).ย
- Proficiency in MS Office, SharePoint, and OneDrive.ย
- Experience in developing and implementing advocacy strategies and plans.ย
- Expertise in preparing budgets for humanitarian donor activities.
- Experience in coordination; humanitarian coordination prior experience is desired.ย
- Familiarity with key actors in the humanitarian response within the LAC region.ย
- Proven ability to analyze information and draft advocacy messages.ย
- Experience in design and implementation of communication strategies and with media engagement What we offer

The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination and exclusion. Those phenomena are accelerating across the region.ย ย

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.ย ย
This position is hosted by the Norwegian Refugee Council (NRC) and serves the Steering Committee of the LAC RMD Coalition. The role is integral to the Coalitionโs efforts to address humanitarian and displacement issues in the Latin America and Caribbean region. The coordinator will facilitate strategic planning, advocacy, and coordination among Coalition members, ensuring effective collaboration and representation of the Coalitionโs interests at regional and international levels. As a hosted position, the coordinator will operate within NRCโs organisational framework while maintaining independence to support the Coalitionโs objectives.
