Background

The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRCโ€™s country programs in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and growing displacements due to conflict and climate change.ย  NRCโ€™s programs and advocacy support families affected by conflict in the sectors of shelter, food security and livelihoods, education, water and sanitation, camp management, protection, and legal assistance.ย  NRC has over 1,600 employees working on the NRC regional response.

NRC is presently implementing a multi-country German Federal Foreign Office (GFFO) grant covering multiple countries in the CWA region as well as in East Africa & Yemen Regional Office (EA&YRO). To strengthen the financial coordination and management of this grant active in 17 Countries/Sub Grants, NRC decided to appoint a dedicated Finance Manager to ensure in-depth supervision.ย 

1. Role and responsibilities

The position is a part-time Regional Finance Controller (50%) and part-time WhoA Finance Manager (50%) role.

The purpose of the Regional Finance Controller position is to support the Country Offices(COs) in the implementation of Finance processes in accordance with NRC policies and procedures. The Regional Controller also on behalf of the Regional Head of Finance performs finance-related quality and compliance controls.ย 

The purpose of the WhoA Finance Manager position is to ensure that the financial management of the GFFO Whole of Africa project is implemented according to NRC standards and to support the program/project implementation in CWA and EA&Y Country Offices.

The employee is responsible to access strategic documents including NRC handbooks and guidelines on the intranet, and other information necessary for the position.

Ensure that country set-ups adhere to the Financial Handbook, NRC policies, donor and auditor requirements by conducting routine country field visits and monitoring NRC structuresโ€™ compliance with internal financial systems Implement NRCโ€™s financial systems, routines, procedures, and initiatives Provide technical input and advice on the NRC Financial Handbook, guidelines and tools Contribute to the development of in-country procedures and SOPs when necessary Provide input on operational financial support in proposal development and project implementationย  Implement and follow up on audits and evaluation findings in support of the smooth running of the Country Office Deliver training, including coaching of CWA finance staff, on NRCโ€™s finance policy, systems and tools Deliver training on anti-corruption guidelines and support COs in investigation processes when needed Provide coherent and coordinated feedback to Regional Office management about the needs and challenges of finance units within the region Organize regular meetings with COs Finance Managers and contribute to adapting NRC standards to the local context

WhoA Finance Manager (50%)

Provide technical support to CO both in CWA and EAY during budget development, budget revision and lead the budget consolidation of the GFFO-funded Global Project โ€œWhole of Africaโ€ Lead the financial monitoring and ensure donor compliance both on CO and global level Conduct quality checks and facilitate financial reports to the donor, including spot checks on samples of transactions and supporting documentation Facilitate the budget request to the donor and monitor the financial flow Engage with NRC Global Finance and implementing partners' finance teams to improve the quality of financial management and finance tools Deliver training and capacity building, and provide support and guidance on NRCโ€™s finance policies, systems, tools, and donor requirements in both CWA and EAY regions Manage exchange rate requests of implementing project countries Conduct country field visits to monitor compliance with internal control and financial systems and reporting protocols, as required Carry out budget versus actuals checks and controls of projects budgets, cash flow and funding management
