OBJECTIVES OF THE PROGRAMME
Climate Change, Health & Environment (CHE/CEHA) unit. It is responsible for developing and managing regional programmes for supporting countries of the Region in their concerted efforts to reduce the toll of morbidity and premature mortality caused by exposures to environmental risks including: Indoor and ambient air pollution; Toxic chemicals; Chemical and radio nuclear events; and other related environmental health exposures. The objectives of the CHE Unit are:
1- Planning, implementing, monitoring, and reporting the Regional WHO programmes on environmental health exposures in coordination with national programmes at country levels;
2- Providing advisory and technical support to countries for strengthening environmental health risk monitoring, and surveillance systems, functions and services;
3- Equipping the public health sector with norms, guidelines, and health impact assessment tools to quantify the linkages between health and environmental risks, and for catalyzing the integration of CHE preventive approaches into other sector's policies, and plans;
ย 4- Providing technical support and tools to strengthen country capacities to detect, respond and manage chemical and radio-nuclear events for IHR (2005) implementation;
5- Offering training and human resources development to public health professionals in the area of surveillance, monitoring and burden of diseases estimates of environmental risks;
6- Coordinating the monitoring and collection of data from the countries of the Region, and reporting of CHE sustainable development indicators related to the following SDGs: 3.9, 11.6,12.4, and 13.1 to the WHO Regional and Global Health Observatories;
and 7- Manage the CHE information clearing house and reference centre for enhancing advocacy and decision-making processes, and for steering the applied research agenda.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties:
- Support Member States through policy analysis and development of appropriate frameworks to promote national capacity-building action programmes taking into the circumstances of the environment, beneficiation, infrastructural needs and counterparts' collaboration;
- ย Provide overall coordination on technical advisory services on policies and strategies relating to environmental health exposures through policy and situation analysis and the development and/or dissemination of frameworks and guidelines;
- Develop institutional capacity for sustainable results of the WHO action programmes in the area(s) assigned in Member States through the provision of advice on the design of structures, the ability to assess risks and challenges and to monitor and evaluate outcomes according to specified indicators;
- Coordinate the design of frameworks and guidelines for the Member States and their institutions including through the preparation of technical reports, discussion papers and technical studies based on research and analytical work;
- Design and disseminate standard procedures, guidelines and tools for the collection and analysis of information on the assigned topics;
- Lead and expand WHO's leadership in the assigned areas of specialization (e.g. outbreak investigation, verification, risk assessment and rapid public health response in the event of a public health emergency of potential concern, etc);
- ย Build partnerships and collaborate with appropriate technical networks, institutions, universities and WHO Collaborating Centers for developing appropriate training courses for national capacity building;
- Foster collaboration and coordinate efforts with international partners and donor agencies to mobilize resources and facilitate effective utilization of resources for projects and new initiatives.
- Lead and coordinate the information seminars and workshops and awareness/ advocacy campaigns and promote WHO's position;
- Work in collaboration with colleagues at all levels in WHO and external partners and collaborators in advocacy to facilitate the implementation of joint action plans;
- Coordinate and lead capacity-building initiatives for the public health sector in the EMR to implement the related global and regional WHO roadmaps and regional plans of action (e.g. Roadmap for addressing the health impacts of air pollution (2017-21); Road map for sound management of chemicals towards 2020 and beyond, Global Implementation Plan for IHR (Chemical and Radio Nuclear Events), Arab Strategy for Health and Environment 2017-30);and
- Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: Masters' Degree in Public Health with specialization in environmental health.
Desirable: Professional training on Sanitary Engineering, or Wastewater Engineering.Experience
Essential: At least 10 years of international experience at the national and international levels on planning and programme development in the area of monitoring of environmental health exposures and pollution assessment, prevention, control and management.
Desirable: Ideally some work exposure in a developing country context.Skills
1- Expert knowledge of the substantive field(s) of work in general and in the specific areas being delegated (Air quality, Chemical Safety, Preparedness for chemical and radio-nuclear accidents).
2- Excellent drafting skills to produce reports, policies and documents on subject matter(s).
3- Proven ability to manage the work of a team requiring an in-depth understanding of its strategic direction and is able to integrate the work of the team into the assigned work programme.
4- Excellent communication skills to provide expert advice on substantive issues and to defend and explain difficult issues with respect to action plansand WHO's position in the assigned area(s).

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 101,540 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2555 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
