The Position and Job Purpose

UNFPA has been supporting the Family Protection Unit (FPU), in Rural Damascus, to serve as a shelter for women and children survivors of GBV. The FPU operates in coordination with the Syrian Commission for Family Affairs and Population (SCFAP) and is managed on a day-to-day basis by a local NGO to provide a comprehensive and integrated package of RH and GBV service to GBV survivors.

The vital services provided by FPU have been essential and life-saving, especially considering its status as one of the few operating shelters in Syria. The shelter accommodates women and children who have endured various forms of gender-based violence, including domestic violence, sexual assault and rape. Survivors of extreme cases of gender-based violence, who have no alternative refuge, are received at FPU. The FPU addresses their needs on physical, psychological and social levels, empowering them and facilitating their successful reintegration into society. UNFPA will recruit a qualified consultant to support the Gender unit in managing the FPU, remotely, providing, strategic direction; meet quality standards in the FPU shelter delivery, encourage beneficiary participation.

The consultant will report to the gender officer. She will ensure full coordination with the concerned units especially, Assistant Representative, IPC and GBV.

You would be responsible for:

The Gender consultant will be responsible for the following tasks:

Support the Gender team in the management of the FPU shelter in order to meet objectives within budget and time frame. Ensure short and long-term positive impacts and outcomes for women, girls and boys GBV survivors. Develop and implement effective shelter strategies in coordination with UNFPA gender program team, NGO running the shelter, and the Syrian commission for family affairs and population (SCFAP). Set clear objectives and indicators for shelter activities in collaboration with the UNFPA/Gender program officer. Support the collection and analysis of quantitative and qualitative data, in cooperation with the Gender team. through FGDs, interactive sessions, and interviews with beneficiaries. Ensure accurate and timely reporting of activities according to UNFPA, donor and other applicable timeframes and formats. Support the gender unit in developing proposals, including proposals for GBV survivorโ€™s shelters. Ensure the shelter project is implemented in line with donor requirements and international standards as applicable. Support the gender team in reviewing and finalizing the SOPs and the code of conductof the shelter and all related documents. Ensure UNFPA visibility in all FPU materials, publications and prepare case studies, factsheets, presentations, and other informative material of the shelter. and support FPU media experts. Ensure the proper documentation of the lesson learned and best practices to improve the quality of the FPU work. Develop and maintain appropriate, regular, transparent and supportive communication with the UNFPA communication team and the team in the FPU shelter. Participate in the GBV sub-sector and protection sector meetings to enhance the smooth and safe referral to the FPU. Support the gender unit in the development of tools, strategies, plans and analysis of negative social norms to combat VAW, and child marriage. Conduct any other relevant tasks requested by the Gender Officer

Qualifications and Experience:

Education:

Master Degree , is preferable.

or Bachelor Degree or equivalent in gender studies, social sciences or other related fields.

5 years of increasingly responsible professional experience in areas relevant to GBV shelter management for the Master Degree candidates or 7 years of experience for the bachelor degree candidates. Experience in negative social behavior change projects and gender stereotypes Knowledge of the UN system, the Cluster Approach and the Transformative Agenda. Demonstrate skills in communication and team work Strong interest and motivation for inter-agency coordination.

Languages:

Fluency in English is required.

Working knowledge in Arabic is a MUST.
