    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

    Introduction

    The position is located in the Production Management Service (PMSERV) within the Publications and Documents Production, Printing and Distribution Unit (PRODOC), of the Internal Services and Administration Department (INTSERV). INTSERV is responsible for the general management of facilities, property and inventory; safety and security; printing, publishing and distribution; diplomatic privileges; travel and transport, use of public spaces and general internal services. PRODOC is responsible for all aspects of publishing, including open access, copyright, design, editing/proofreading/quality control, digital production, and internal and external printing. The unit produces and distributes ILO official documents as well as most publications issued at ILO headquarters.
    The Production Management Services (PMSERV) is responsible for digital publishing, printing and distribution services.
    The incumbent is specifically responsible for the general configuration, administration and operational functioning of the Organizationโ€™s publishing asset management system, and the publishing job request platform which are already operational but require continued development, implementation, and maintenance.
    The position will report to the PMSERV Lead.

    Specific Duties

    1. Responsible for the operational functioning of the ILOโ€™s publishing and asset management system, and the publishing job request platform, specifically, structure configuration, development and implementation, maintenance and administration. Ensure a high level of accuracy, quality, and efficiency throughout the workflow and data management.
    2. Act as the focal point for the system providers. Plan and coordinate the implementation of improvements and modifications. Liaise with the system providersโ€™ customer services on support and maintenance issues and on the scheduling and implementation of upgrades, updates and patches.
    3. Provide technical advice, assistance and guidance for all system users, information technology professionals and system providers customer services team on all topics related to the application of the system.
    4. Coordinate, and oversee process metadata creation and publishing standards to improve ILO publishing metadata. Monitor and ensure quality of Organization-wide metadata in the publishing system, including digital asset management and metadata exchanges with all internal stakeholders, external audiences and partners.
    5. Develop and maintain metadata exchange using publishing standards for distribution partnerships, for both print and digital products, with UN agencies, sales, distribution and publishing companies and other stakeholders.
    6. Liaise with ILO departments and units with a view to streamlining internal workflows and promoting automation and integration with digital publishing systems, both internal and external to the ILO.
    7. Plan and provide user training, including drafting of guidelines and standard operating procedures.
    8. Collect and analyse data to develop recommendations on improving dissemination of ILO published output. Produce and consolidate publishing production reports for management.
    9. Plan and implement projects pertaining to digital publishing systems customer support development.
    10. Perform other relevant duties as assigned.

    Required qualifications

    Education

    Advanced university degree (Masterโ€™s or equivalent) in the field of publishing or systems administration, data management or related field. A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or a related field, with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

    Experience

    At least five years of experience working in the field of publishing including experience in publishing system administration or working with data publishing systems.

    Languages

    Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language of the Organization.

    Competencies

    In addition to the ILO core competencies, this position requires:

    Knowledge of working with and administering publishing management asset systems, including general knowledge of publishing production and more specifically of publishing metadata. Knowledge of the publishing industry and digital publishing technologies and standards. Knowledge of publishing protocols such as ONIX would be an advantage. Knowledge of efficient user experience systems (UX), content management systems and editorial workflows. Expertise in designing and configuring workflows in a publishing management system. Ability to be client-oriented, and listen and focus on clientsโ€™ needs to take appropriate action. Well-developed conceptual and analytical skills with attention to detail. Ability to think critically and to solve complex technical problems while delivering high-quality results on time and within budget plans. Excellent project management skills. Ability to foster a productive work environment, together with a teamwork mindset to establish and maintain effective communication with colleagues and external partners. Ability to work independently. Ability to plan, organize and animate training.     Conditions of employment

    • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
    • The first contract will be issued for a twenty-four month period.
    • A successful external candidate will be on probation for the first two years of assignment.
    • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
