The purpose of job

The purpose of the Protection Coordinator position is to implement delegated Protection activities as defined by the Country Officeโ€™s strategic and programmatic frameworks. Currently NRC Protection in Afghanistan has two technical Protection thematics: Civilian Self-Protection (CSP) and Case Management (CM).

This position of Protection Officer โ€“ Civilian Self-Protection (CSP) directly implements and monitors field activities within CSP. The programโ€™s foundation is community work and relationship building. And any position holder should have the corresponding skillset and dedication to working with communities on strengthening their self-protection strategies in response to a protection threat, whether these threats be at an individual, community, household, and/or other group level.

The CSP program works in partnership with communities and affected persons on strengthening ways they can prevent, mitigate, and reduce protection risks, ultimately building the communityโ€™s resiliency.

Such work is process-focused, meaning NRC Protection concentrates its energies on a process that takes community members and other relevant actors through a capacity building and facilitation series on identifying and strengthening civilian self-protection strategies based on the communitiesโ€™ protection risks, threats, capacities, and vulnerabilities.

Regular activities will include team meetings for coordinating and planning field work, reviewing community committee meeting materials and products, facilitating field de-briefs, engaging with relevant stakeholders for coordination and advocacy, conducting capacity development sessions for the Protection team. conducting capacity development sessions for community committees on protection risk reduction approaches and action plans, developing reports on protection data and context analysis, overseeing assisted referrals, and providing programmatic feedback.

The position has management responsibilities for the Protection Officers and Protection Assistants, and will be reporting to the Protection Manager.

Generic responsibilities

Adhere to NRC policies, tools, handbooks and guidelines Supervise protection programs according to the agreed upon work plan and program scope Produce and follow-up on field team implementation plans Implement protection programs according to the agreed upon work plan and program scope Develop and consolidate program reports as required by management with a focus on context and programmatic point Oversee proper confidential filing of documents according to protection information management policies through quality spot checks and SoP review Promote and share ideas for improvement of the program. Supervise implementation and provide technical feedback through in-person field support and spot checking Lead engagement with relevant local authorities, community representatives and other key stakeholders according to the direction of the Protection Manager Ensure timely collection and relevant, safe sharing of information Follow with administration and logistic arrangements required for implementation and monitoring of activities Development of holistic and needs based programmes, which includes close coordination with NRCโ€™s other core competencies

Specific responsibilities

Program Implementation and Oversite Oversee implementation of activities at implementation site according to the work plan and program curriculum;ย  Develop work plans for the program and delegate tasks accordingly as a part of team management; Provide technical feedback and support to the Protection teams; Lead the contextualization of tools and programmatic goals for implementation sites according to the context, community feedback and team feedback;ย  Monitor the progress of protection risk reduction activities and the risk levels;ย  Lead engagement with local authorities, community representatives and other relevant stakeholders based on project implementation priorities as communicated by management. This also includes guiding advocacy plans and negotiations; Ensure harmonized messaging on the programming with all relevant stakeholders; Manage information for the protection analytical framework and in-depth context analysis to be reviewed by the Protection Manager and Protection Program Team;ย  Identify key protection trends and advocacy points through team de-briefs and reports to flag with management;ย  Support in capacity building trainings for community members, school personnel (if applicable) and students (if applicable) on protection related topics (PRR, DRR, EWER, Contingency planning and other issues). This includes consolidating feedback from the Protection team and communities for integration into the program and training design;ย  Oversee the record keeping of the all the trainings and beneficiariesโ€™ data in relevant tracking sheets and databases through review and drafting support; Lead data collection to inform relevant internal and externally-commissioned protection assessments, risk analysis, needs assessments. This includes implementation site identification; Oversee referrals for protection and other humanitarian issues to relevant actors, and stakeholders; Produce weekly reporting on activities and consistent planning for field-based activities; Coordinate with other Core Competencies within NRC, working towards an integrated approach;ย  And perform other tasks as assigned by the supervisor. Logistics, Finance, and Human Resource Management Support the Protection Manager in ensuring appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Protection team (including supply chain management); Support the Protection Manager in ensuring timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues. Support the Protection Manager in ensuring timely submission of monthly Protection cash forecast to finance and relevant Procurement Requests to Logistics; Support Protection teams through capacity development planning and work feedback. This includes regular one-on-one meetings and work and development plans;

Generic professional competencies:

Completed Bachelor of Social Science, Social Work, Journalism, or Humanities Documented results related to the positionโ€™s responsibilities Excellent knowledge in Microsoft Office Fluency in local languages ย ย ย ย ย ย  Advanced knowledge of English Language Ability to work additional hours if and when required Ability to commence work immediately

Context/ Specific skills, knowledge and experience:

At least 3 to 4 ย yearsโ€™ previous humanitarian experience with a satisfactory performance in the same or similar functional area. Specialties in protection, social cohesion, International Humanitarian Law, negotiations, conflict resolution, and/or mediation preferred.

OR/AND

At least 3 to 4 ย yearsโ€™ experience in civil society organizations with satisfactory performance in the same or similar functional areas. Specialties in peacebuilding, dialogue, social cohesion, and human rights preferred. This includes informal work not coordinated through a registered institution.
