Protection Analyst (Monitoring and International Protection) reports to the Senior Protection Officer (International Protection and Advocacy). ResponsibilitiesContributes to the oversight of protection data collection and analysis across fields by helping field offices to develop, strengthen, and maintain data collection and verification methods. Ensures that field teams are equipped to identify key protection trends and emerging risks and builds their capacity to analyze and report on protection-related data. Oversees individual international protection requests, including the intake of cases, logging cases, preparing case summaries and drafting responses, conducts trend analysis and supports coordination with other agencies to reduce protection gaps. Additionally, strengthens the Agencyโ€™s understanding of and reporting on protection risks faced by Palestine refugees in transit (whether forced or voluntary) or living outside UNRWAโ€™s areas of operations. Supports the analysis of legislative, policy and other barriers to accessing rights for Palestine refugees across all fields in which UNRWA operates, and monitors changes in the protection environment and related contextual dynamics. Drafts protection reporting across fields and at headquarter level, including leading on and/or supporting the research and drafting of protection reports, briefing materials, and both public and private protection advocacy products and messaging. Contributes to UNRWAโ€™s engagement with and reporting to international human rights mechanisms, including the preparation of planned submissions and responses to ad hoc requests related to international human rights and protection issues. Assists in the formulation and oversight of regional or field-level research projects designed to strengthen UNRWAโ€™s knowledge on key thematic protection areas that also supports regional protection analysis and reporting. Supports the establishment of partnerships with external protection actors (UN agencies, NGOs, etc.) on protection topics and actively participates in coordination fora at the regional level as required. Monitors and analyses current events, public opinion and press, identifies issues and trends, and advises the Division on opportunities to focus monitoring and promote advocacy in accordance with the Field and Protection Division strategies and in reporting. Planning and Organizing EducationAdvanced university degree (Masterโ€™s or equivalent) from an accredited educational institution in international relations, public administration, human rights, law, communication, journalism, humanities or related field. Work ExperienceAt least five years of progressively responsible and relevant experience in international humanitarian work, refugee sector, international human rights and/or protection. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. Demonstrated experience in protection/humanitarian/human rights data collection and analysis, including the ability to interpret protection/human rights data, identify trends and patterns, and provide actionable insights to support decision-making. Demonstrated proficiency in database management, including data entry, organization, query optimization, troubleshooting, and ensuring compliance with data protection and security standards is required. Understanding of refugee law and protection, including international protection frameworks, case management principles and application to the contexts in which UNRWA operates is required. Demonstrated experience in reporting, preferably on humanitarian and human rights issues, including drafting official reports that present information and data in a clear and instructive manner is required. Working knowledge of Arabic a distinct advantage is desirable. Familiarity with the work of non-UN organizations working in protection-related fields is desirable. Knowledge and understanding of the Palestine refugee situation and the political context of the Middle East is desirable.
